Job Summary

The Healthcare of Ontario Pension Plan (HOOPP) is a defined benefit (DB) pension plan dedicated to providing a secure retirement income to over 450,000 members in Ontario’s healthcare sector. More than 650 employers across the province offer HOOPP to their employees. The Plan Operations Division is responsible for providing service to members and employers to deliver on HOOPP’s pension promise. HOOPP has upgraded its pension administration solution allowing us to evolve our service model from a transaction-based model to a high-touch, service-focused approach to help members throughout the journey from active employment to retirement and employers understand the value of the plan that they provide to their employees.

Reporting directly to the Head of Plan Services this position plays a crucial role in the organization, leading the team responsible for the proactive outreach to potential employers and potential members across Ontario. The Sr Director is responsible for providing strategic thought leadership in the development and execution of the strategies that support increasing membership and Employer growth in the Plan. The Sr Director is accountable for the business development function that will seek out additional employers in HOOPP’s traditional market, as well as support emerging new segments of the Ontario healthcare sector where HOOPP has minimal presence. Of equal importance will be proactive advocacy and marketing to part-time employees at existing Employers who have yet to join the Plan. The Sr Director is responsible for managing HOOPP’s relationship with prospective employers, unions, and other key stakeholders in the advancement of HOOPP’s reach and impact within the Ontario healthcare sector. The individual will work in partnership with colleagues in Plan Operations and aross the organization to collectively advance HOOPP’s growth and advocacy strategies.

What you will do:

Strategic Leadership

• Develop the strategies that target HOOPP’s prospective employer opportunities to expand the coverage of HOOPP to all healthcare workers in Ontario.
• Develop the strategies that target part-time employees at existing employers who have not yet enrolled in the HOOPP Plan to increase participation in a valuable benefit that is readily available to them
• Identify new market opportunities, assess market trends, and provide insights for strategic decision-making
• Direct the effective implementation of these strategies that to support the execution of growth and advocacy initiatives for prospective employer and member opportunities.
• Develop annual business plans to manage growth targets and ensure the effective use of resources in achieving desired outcomes

Stakeholder Engagement & Outreach

• Develop and oversee a pipeline of Prospective Employer and member prospects, that can be converted into HOOPP Employers and members
• Lead efforts to develop new partnerships with healthcare associations, unions and stakeholders to deliver effective education and promotion of HOOPP’s value proposition.
• Partner with organizations and associations in the collection of relevant data to support the development of initiatives with clear targets and opportunities.
• Direct and lead promotional campaigns and other outreach activities targeted at prospective HOOPP Employers and members through different channels, incorporating digitization as it is introduced across the platform.
• Lead efforts in the development of promotional and marketing material, targeted to different healthcare organizations as necessary.

Cross-Functional Collaboration

• Responsible for ensuring targets are established and met, demonstrating influence across the Plan Operations division and HOOPP in areas not under his/her direct accountability.
• Partner with Product and Communications teams to deliver effective solutions and marketing material to promote the value of HOOPP.
• Partner with Government and Public Affairs in the development of strategies in approaching government officials in the advancement of the growth initiative
• Partner with Employer and Regional Services teams in the onboarding of new employers ensuring all Employer Participation Agreement requirements are met
• Provide feedback to Product team based on market insights to inform future solution and experience developments

Team Leadership

• Provide leadership and direction to the Business Development team to be able to execute on its mandate supporting the advancement of the HOOPP growth strategies.
• Develop, implement and monitor standards and targets for the team to achieve expected outcomes.
• Provide leadership in continuous improvement including the timely identification and resolution of issues related to business development.
• Provide leadership and direction in the use and analysis of data ensuring all decisions are based on data that supports the overall direction and strategy and meets annual goals.
• Provide leadership and support the development of training strategies for team members to fulfill their responsibilities.
• Instill a results-oriented mindset in team members when working with all business partners and stakeholders
• Promote a culture of high performance and continuous improvement that values learning and a commitment to quality
• Mentor and develop staff using a supportive and collaborative approach on a consistent basis

What you bring:

• University degree in Business, Finance, Political Science, Marketing or related field.
• Minimum 10 years of progressive experience in business development, with a focus on financial services or pension plans
• Minimum 10 years of experience in a senior leadership role, ideally in the government or Ontario health care sector
• Proven success in developing and executing business development strategies within the healthcare sector or financial services sector
• Relevant certifications in business development, financial planning, or related fields are advantageous.
• Strong knowledge of the healthcare environment in Ontario, including governance and funding structures.
• Effective communication skills, both written and verbal, with all levels of internal and external stakeholders; Ability to convey complex financial information in a clear and compelling manner
• Strong leadership, experience managing people and conflict resolution skills working collaboratively within cross-functional work settings.
• Results-oriented and strategic in the development of operational plans.
• Ability to influence and negotiate up, down and across to successfully adapt to changes that impact the needs of the business
