General Accountabilities
Develop and implement a leasing program to meet the transmission and distribution business requirements. Negotiate, administer and monitor contractual obligations and leasing arrangements for facilities and sites required by the company, regarding base rental, operation and maintenance costs and their escalation. Prepare business cases for new leases, lease renewals and other contracts, as required.
Meet with contractors and consultants before and after contract awards to discuss and clarify the intent of such contracts and where appropriate, influence them to adopt their methods to ones more suitable to the company, at minimum cost.
Negotiate with the landlord on contractual agreements and revisions associated building sites and systems and where necessary obtain internal and external legal advice. Monitor lease and other agreements to ensure adherence to contractual conditions and discuss charges etc with landlord. Make recommendations only on major revisions to lease/contract or other agreements to supervisor. Identify consolidation/rationalization of lease opportunities.
Act as principal landlord contact for external tenants in HydroOne owned or leased land and buildings. Negotiate and administer the commercial aspects of various agreements related to such properties. Coordinate a lease monitoring program.
Develop, implement and maintain cost reporting and control systems to monitor and control facility and accommodation costs.
Carry out special studies, analysis and evaluations relative to leases and other contracts. Analyze financial and technical aspects relative to converting existing methods in relation to most up-to-date technology in these fields. Review overall cost requirements and make recommendations on improvements
Conduct studies, develop policies, work methods, operating procedures and make effective recommendations for approval of appropriate solutions arrived at through work-study, analysis, feasibility study and/or other techniques.
Evaluate issues such as cost benefits, methods presently in use, integration compatibility, staff effects, utilization of equipment, maintenance availability, etc. Ensure Fire and building codes and policies are met.
Work with field business unit organizations to develop accommodation plans and alternatives for facility and services to ensure effective implementation.
Maintain liaison with regulatory bodies and agencies and cooperate in exchanging relevant data as required to meet project objectives. Coordinate the activities of external contractors involved in modifications to office facilities, cafeteria, new buildings, etc. Ensure that their work activities tie in with work force.
Participate as a team member on special projects teams or committees and provide specialized expertise related to facilities and services.
Participate in the preparation of the Unit’s annual budget and business plan providing assumptions related to space, furniture, business equipment, level of more activity, staff projections, and special needs (wheelchair access, ergonomics requirements, etc).
Monitor on an ongoing basis the effect of purchases and activities on the budget and adjust spending accordingly. Work with Finance, when required, to reallocate funds for special or unforeseen projects.
Provide Line of Business with guidance and effective recommendations of facility management and services (ie, economic space utilization, telecommunications systems and equipment, cost benefit of on-site vs off-site locations of staff or warehousing, etc) as they relate to the effective utilization of staff and equipment.
Maintain current knowledge of new technology and concepts in the facility management and services industries through published material, ongoing contact with suppliers, consultants, designers and external organizations.
Perform other duties as required.
Essential Experience
Requires a knowledge of property management, business law and administration engineering, security and communications systems operation.
Requires a knowledge of financial accounting to evaluate contracts and validate building operation and maintenance costs and to analyze long-range financial forecasts and contracts and leases. This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years)
Requires experience in the techniques and procedures of contract and lease negotiations and associated administrative aspects. Requires experience with the operation of large business office complexes to understand building operation, maintenance, construction and design deficiencies.
Requires experience in the design and operation of building security systems and associated emergency communication networks, to negotiate to resolve associated problems.
Ability to manage situations involving landlord or lessee relative to contractual and leasing arrangements for building operations maintenance and construction deficiency repair cost settlements, major renovations, etc. by Evaluating factors relating to the particular situation and ensuring sound decisions are made given economic and administrative considerations.
Requires an understanding of associated computerized systems relative to budget preparation, maintenance and control of building costs. A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
