General Accountabilities:
Daily travel is required within an assigned region. Planned and unplanned overnight travel is often required.
Ensure Locate Service Provider (LSP) compliance to contract, Hydro One specifications and Locate Alliance Consortium (LAC) procedures by performing quality and billing audits on LSP locates. Verify accuracy of locates, identifying issues and escalating to LSP as required. Utilize locate set and measurement tools to verify the location of underground facilities to determine LSP locate accuracy. Review LSP locate sketches to ensure locate sketch matches actual field conditions, and is completed per LAC standards. Notify excavators of identified issues and request the LSP to correct the issue and re-issue locate to excavator as required.
Develop and deliver training to LSP staff including new hire training and annual refresher training. Provide in-field training to LSP staff. Identify trends through locate audits and develop training as and when needed to address trends.
Provide support to LSPs via email and phone, as well as in-person support as required. Assist the LSP with challenging locates, obtaining records or coordinating site meets. Work with Field Business Centres (FBC) and local support to resolve LSP queries, arranging for site meets as required. Take necessary actions to ensure locates are not delayed as a result Hydro One support requirements, and escalate to supervisor as required.
Ensure LSPs have required records to complete locates. Liaise with GIS team, FBC and Subdivision group to ensure missing records are provided to LSPs when required. Escalate missing or inaccurate records to GIS for correction as required.
Perform damage investigations in support of cost recovery. Coordinate with Hydro One staff, LSPs and excavators as necessary to investigate damages, determine root cause and document evidence. Determine at-fault party, and make recommendations on invoicing based on findings. If the root cause is an inaccurate locate, ensure the LAC inaccurate locate review (ILR) process is followed, and recommend appropriate corrective action per LAC procedures.
Provide support to Accounts Receivable in the event of an invoice dispute. Provide support to Legal should the disputed invoice escalate to legal action.
Attend monthly LAC geographic meetings to review LSP performance and issues requiring resolution with LSPs and LAC partners (other utilities). Review ILRs with LAC partners and discuss any individual locator concerns. Make recommendations to LAC partners to remove locators from LAC contract if required.
Create and maintain relationships with vendors, utility partners, excavators and industry partners including ORCGA and Ontario One Call.
Participate on external committees ensuring Hydro One interests are represented, if required.
Develop and present to internal staff on processes related to locates and damage investigations.
Provide input and recommendations on Hydro One specifications and guidelines for performing Hydro One locates.
Other duties as required.
Selection Criteria:
Education:
Requires formal training in locate theory including knowledge of underground utility locate practices as well as hands on locate training. DPT-100 or DPT-200 course and certification is preferred.
Demonstrated knowledge and understanding of CCGA Best Practices, ESA Guidelines for Excavation in the Vicinity of Utility Lines and the Ontario Underground Infrastructure Notification System Act, 2012 including knowledge of Ontario One Call policies and procedures, and the overall locate process in Ontario.
This knowledge is considered to be normally acquired in an equivalent to a Grade XII plus additional short specialized training courses or Grade XIII.
Technical Knowledge and Experience:
Expert level knowledge of locating and locate theory including demonstrated experience with electronic sketching tools and ticket management software.
Ability to perform data searches on various platforms, for example: Ontario One Call 360, GIS, MultiViewer, various electronic ticket management software.
Demonstrated experience in problem solving and investigating, with experience documenting findings or results as a formal report.
Experience performing audits on the work of others and documenting audit results.
Ability to provide direction and influence others to achieve desired outcomes without direct authority.
Requires experience providing locate training, support and recommending corrective action as required.
Requires strong interpersonal and communication skills to build and maintain relationships
Requires experience working with internal and external groups and vendors, ensuring adherence with contract terms and/or Hydro One procedures and processes.
Experience required developing and delivering training to large groups and individuals.
Must be able to interpret policies and procedures to determine adequacy of work of others or to provide direction.
Understanding of standards as they relate to underground infrastructure installation; understanding of the distribution systems and service types also required.
Adobe and Sharepoint experience required for documenting damages.
Requires Microsoft Excel experience for data capture related to locates and damages. Must have general computer experience, including experience capturing digital photographs for damage investigations.
This knowledge is considered to be normally acquired in an equivalent to a Grade XII plus additional short specialized training courses or Grade XIII.
A period of over 6 years and up to 8 years is considered necessary to gain this experience.
