Salary range for the position is $137,035 to $196,988. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How Will You Create An Impact

The Corporate Director, Major Capital Projects provides overall leadership and strategic direction for major capital construction projects, from planning and procurement, to design, project delivery and operational commissioning. This will include collaboration with various Capital Planning & Projects team members, engagement of senior executives and internal operations customers and subject matter experts, and on-going relationship management of external contractors, consultants and other key partners and government organizations.

A significant focus of the Corporate Director, Major Capital Projects is active leadership and participation in major capital projects delivery. This requires strong relationships with and understanding of a broad spectrum of IH’s operations, while also maintaining a current perspective of organizational priorities and awareness of provincial health system objectives. The ability to set and achieve targets, understand and work in operational details, plan and collaborate at a strategic level, and actively participate in all phases of projects from planning through to commissioning is key for this role, in order to ensure projects are delivered on time and on budget, while optimizing the quality of service and deliverables.

The Corporate Director, Major Capital Projects has oversight of 20+ major capital projects with a value exceeding $1B. The department has a $500K operating budget and 10 staff.

In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.

What Will You Work On

• Provides active leadership on high risk, high value projects to ensure appropriate and timely decision-making and other key project activities occur in order to manage budget, schedule, quality and relationships with key project partners.
• Operates Major Capital Projects in an integrated and collaborative method with the various lines of business within Capital Planning & Projects (Procurement, Planning, Clinical Design, Commissioning, Project Delivery) to ensure a seamless operation and resource optimization.
• Utilizes standard project management tools, methodologies, templates, and risk mitigation plans for tracking and reporting progress. Ensures risk are managed and corrective measures taken where necessary to adhere to project budget, scope, schedule and quality.
• Monitors, manages and directs project resources with regular status reporting to the Executive Director, IH senior executive, and other committees as required.
• Integrates work and ensure Major Capital Projects collaborates with site colleagues using a joint governance and decision-making structure to achieve project deliverables. Acts as project chair or escalation point when necessary.
• Uses leadership, collaboration, influence and on-going relationship management to lead and participate in change management actions with the objective of transforming capital prioritization, project planning and delivery for efficiency, standardization, customer service and best practices.
• Manages the communications and political considerations regarding Major Capital Projects, and develops briefing materials and escalate issues for awareness or decisions as appropriate.
• Ensures Capital Planning & Projects Fair Business Practices are incorporated into department processes, and reviewed regularly for compliance, updating as required for legal and regulatory requirements or industry best practices.
• Remains informed of Indigenous relations within the IH region and provincial guidelines, and ensures engagement and cultural considerations are incorporated where appropriate.
• Represents Major Capital Projects at governance committees, senior executive, and IH Board.
• Represents IH at provincial bodies, including Joint Governance Committee and Project Board.
• Participates in strategic planning processes for capital projects that have IH-wide impacts and require consultation with other jurisdictions and senior executive.
• Provides oversight and direction to financial planning and approvals, and operational policies and procedures for Major Capital Projects in alignment with any organization or provincial guidelines or requirements.
• Determines organization structure and staff complement, and assigns work to meet department objectives.
• Interviews and selects management positions for Major Capital Projects.
• Evaluates staff work performance. Responsible for the selection, evaluation, disciplining, and, if necessary, termination of staff.
• Develops and implements human resources and financial practices, planning processes and information technology systems.
• Perform other related duties as required.
