Metro Toronto Convention Centre Looking for Payroll & Benefits Manager at Toronto, ON Full Time

Reporting to the Vice President, Human Resources, the successful candidate is an integral member of the team responsible for managing and overseeing the daily operations of the Payroll, Compensation and Benefits portfolio of the Human Resources department. The successful candidate will be responsible in ensuring that the integrity of the Human Resources and Payroll programs are maintained, and employees are paid correctly. The Payroll & Benefits Manager embodies the vision and values of the Centre with a passion for being an ambassador for the Human Resources department and its initiatives and programs.

Job Description

Payroll:

• Manage the Payroll Account with disbursements of up to $1.2 million on a biweekly basis.
• Manage the Payroll Administrator(s) to ensure accurate execution of MTCC’s bi-weekly payroll.
• Pay employees accurately and on time in compliance with legislative requirements.
• Audits and reconciles payroll, General Ledger accounts and statutory remittances.
• Provides payroll advisory support and reports to MTCC management team and Ministry offices.
• Ensure effective management of payroll and time and attendance system.
• Develop and implement processes for a smooth year end and accurate T4’s.
• Prepare and release Public Sector Salary Disclosure to Ministry of Finance.
• Calculate and direct payment of severance packages.
• Develop and implement payroll procedures to meet internal and external audit requirements.
• Provide recommendations to the V.P. of Human Resources regarding legislative changes affecting policies and procedures.

Time and Attendance:

• Update pay codes and pay rules in compliance with applicable legislation, collective agreements, and internal policies.
• Guide the Payroll Administrator(s) to create training material and train new users to use the time and attendance system.

Pension:

• Administer pension plans, which include Defined Benefit (DB), Defined Contribution (DC), and Retirement Compensation Arrangement (RCA).
• Communicate with pension consultants, actuaries, trustees and Financial Services Regulatory Authority for pension administration, government filings, and executing changes to the DC pension fund.
• Organize pension plan information sessions.
• Enrol and terminate employees into the pension plan.
• Ensure employee deductions and company contributions comply with terms of the pension plan, Canada Revenue Agency limits and collective agreements.
• Maintain retiree information, reconcile monthly payments to retirees.

Employee Group Benefits:

• Manage group benefits programs, including health and dental, long-term disability, life insurance, accidental death and dismemberment, and short-term disability.
• First point of contact with benefits consultant providers.
• Support Director of HR with administration of disability claims.

Compensation:

• Support the President & CEO and the V.P. of Human Resources during annual compensation review cycle.
• Execute the salary adjustments and bonus payments accordingly.
• Participate in Job Evaluation Committee and maintain job evaluation system.
• Support the V.P. of Finance during budget cycle for wage forecasts.
• Participate in payroll and compensation market surveys.

Labour Relations:

• Provide payroll advice and data analysis for labour negotiations and interpretation of the collective agreement.
• Provide costing models and cost impact of proposals by Unions including impact of wage increases on pension, benefits and statutory remittances.
• Maintain seniority/call in list for both the Unions, track movement and update lists accordingly.

General Administration and Management:

• Foster good relationships with employees and provide appropriate guidance.
• Develop and maintain credible rapport and reputation with internal and external contacts to remain up to date with legislative changes impacting MTCC and its employees.
• Actively participate in relevant RFP processes.

Job Qualifications

• Post-secondary degree in payroll related program
• Minimum 5-8 years of relevant experience in a leadership role
• HRIS experience (UKG HRIS is an asset)
• Working knowledge of group benefits program, time & attendance system, employment standards, pension legislation and administration, human resources practices and basic accounting
• Exceptional customer service, communication and presentation skills
• Excellent attention to detail
• Advanced knowledge of the Microsoft Office suite
• Ability to handle multiple projects simultaneously in a fast-paced environment
• Experience in unionized environments and/or in the hospitality industry is an asset
