If so, consider this exciting opportunity with the Ministry of Northern Development, Mines, Natural Resources and Forestry where you will provide financial support, project monitoring and financial advice to the Transportation, Trade and Investment Branch.

What can I expect to do in this role?

You will:

• participate in the strategic and operational planning of the Transportation, Trade and Investment Branch, lead financial planning, conduct financial analysis of annual/historical expenditures/trends and review expenditure reports data and assess against Ministry planned allocations
• maintain budget and forecasting processes including setting up budgets on financial systems based on approved allocations and spending plans
• lead and direct the support staff with reconciling, payment processing, journal entries and all other day to day financial administrative responsibilities
• conduct financial analysis and provide advice/recommendations to the Director and Program Managers by: performing in-depth analysis and preparing reports on financial data; budget development process, confirming spending patterns, identifying budget variances; developing and implementing ways to achieve cost savings; analyzing financial performance against established objectives
• lead program managers/staff on budget and year-end reporting processes

How do I qualify?

Finance and Accounting Knowledge

You have:

• knowledge of generally accepted accounting principles, government accounting, financial management principles, expenditure control policies, and analytical techniques and practices
• strong accounting knowledge and experience to read and understand financial statements and to analyze and interpret financial documents
• knowledge of transfer payment policies and procedures to support the contract management process, ensuring compliance with the OPS/Ministry financial practices, directives and guidelines
• knowledge of resource allocations, budget and estimates planning processes, guidelines and related policies to provide advice and guidance, conduct costing and assist in drafting of submissions (e.g. work planning by standard accounts, annual Expenditure Estimates, In-Year reviews and reporting)
• an understanding of program evaluation practices and business processes to conduct and prepare financial analyses in support of strategic operational and business planning processes

Analytical and Problem-Solving Skills

• You have analytical, reasoning and problem-solving skills.
• You can analyze financial information, including identifying discrepancies, problems/concerns, evaluating in-year funding changes and financial performance at year end.
• You have the ability to extract and manipulate data from financial reporting systems (e.g. IFIS Integrated Financial Management System) to meet a variety of analytical and planning needs such as operational planning, budget/estimates process and ongoing monitoring of budget and expenditures.
• You can use your analytical skills to evaluate, develop and recommend improvements to financial management, planning, control and reporting procedures, systems and processes.

Communication and Interpersonal Skills

• You have communication (oral and written) skills to explain financial management policies, procedures, and directives, explain results of financial analyses and to gather and exchange information in support of the development of procedures.
• You have interpersonal skills to provide advice and guidance and promote and enhance compliance with policies and directives.
• You have demonstrated presentation and leadership skills to provide training and guide program managers and staff on new procedures/financial matters.

Computer Skills

• You have computer and software application proficiency to design reports, including graphs, charts, tables and summaries to enhance accessibility/readability for all users.
• You have working knowledge of manual and electronic financial information systems and other software to set up budget monitoring systems, to monitor budget and expenditures in-year, to conduct year end analysis, evaluate/explain funding shortages or over-spending, and to develop reports to implement improvements to financial planning, management and reporting procedures and systems.
