Reporting to the Manager, Transportation Asset Management, the Transportation Asset Analyst is responsible for maintenance and enhancement of Transportation’s asset data required for annual capital works and operational programs by creating, sustaining, validating and integrating regional engineering, operational and business-level information. Supply support for annual construction programs including analysis of existing infrastructure, as well as reports, maps and drawings on proposed programs.
Education
Post-secondary degree or diploma in Civil or Transportation Engineering or other related field of study.
Post-graduate certificate as a Certified Asset Management Professional or equivalent is preferred.
Post-graduate diploma in Geographic Information Systems (GIS) is an asset.
Additional courses in Municipal Engineering through the Municipal Engineering Association (MEA) and Ontario Good Roads Association (OGRA) are an asset.
An equivalent combination of education, experience and qualifications may be considered.
Knowledge
Minimum 5 years of experience supporting civil or transportation engineering, asset management and GIS initiatives, preferably within the public sector.
Experience with pavement and bridge asset management systems, storm sewer networks, asset data standards, risk and condition based modelling.
Working knowledge of Asset Management Standards and Quality Management Systems and Standards, relevant acts, by-laws and regulations (e.g. ISO 55000, ISO 9001, ISO 30001, PSAB 3150).
Extensive practical experience and understanding of computerized maintenance management systems (CMMS) based applications.
Knowledge of project management methodologies, including capability to design and lead small projects.
Preferred professional designations: Licensed Professional Engineer (P. Eng), Licensed Engineering Technologist (L.E.T), Certified Engineering Technologist (C.E.T.), and/or Asset Management Professional and/or Project Management Professional (PMP).
Responsibilities
Develop and implement information systems and strategies to minimize costs associated with acquiring, operating, maintaining and renewing assets, while delivering desired service levels, complying with regulations and identifying an appropriate level of business risk (40% of time).
Assist in the administration and maintenance of the Division’s asset registry and asset hierarchy.
Assess, integrate, analyze, record and report on asset condition, performance, maintenance costs, remaining life, replacement cost, service levels and forecast demands. Analyze data to provide asset lifecycle recommendations, information products and reports for fact based decision making and present results to Transportation management.
Lead the development and maintenance of Regional road asset databases.
Research, evaluate and provide recommendations on initiatives and products used to extend asset life and reduce future maintenance costs.
Technical lead in the development of transportation related applications to support field collection operations.
Prepare annual municipal performance management program (MPMP) and municipal benchmarking reports related to transportation assets. Support tangible capital asset reporting (PSAB 3150), by working with Corporate Services staff to develop accounting statement of year-end transportation assets.
Produce technical workflow documentation, create metadata, and generate written reports and presentations.
Collaborate with internal and external teams to develop sustainable processes for asset data collection and updates.
Participate as member of the municipal benchmarking expert panel (as required).
Act as a project lead and subject matter expert providing direction and guidance on the use of asset management applications and analyses for process improvements, decision–support, usability and accessibility. (40% of time)
Lead and manage small projects and initiatives related to Transportation asset management data and reporting.
Work with consultants and local area municipalities to update asset data and prepare reports identifying recommended changes.
Provide input related to the development of CMMS and related software.
Identify opportunities to improve existing Transportation asset information and business practices, and offer creative solutions based on statistical analyses and evaluations.
Train staff in the procedures and practices for the development and/or maintenance of Transportation asset data and ensure proper integration with Regional datasets.
Investigate, recommend, implement and support new technology, to support Transportation initiatives.
Coordinate third party activities, ensuring adherence to standards, policies and procedures, monitoring compliance with requirements set out under the contract, maintaining records and providing reports on progress and issues.
Assist with preparation of Transportation projects, including provision of asset condition models, mapping and reporting.
Develop, implement and maintain Transportation asset management and replacement models. (20% of time)
Prepare Transportation asset management and replacement models for various infrastructure (e.g. pavement, bridges, storm sewers, traffic signs and signals, guide rails etc.).
Report on level-of-service performance and evaluations of Transportation infrastructure.
Coordinate joint asset management and replacement models with internal and external stakeholders (e.g. local area municipalities).
Perform other related duties and responsibilities as assigned or required.
Special Requirements
Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
