Construction Coordinator
This role provides effective construction coordination services to the CCM Phase 1 Project in accordance with the Client’s Project management principles of Safety, Quality, Scope, Schedule, and Cost. This role is primarily an individual contributor role that provides support to the Underground Construction Lead. This role adds value by monitoring conditions in the field (Safety, Quality, Scope, Schedule, and Cost) that could adversely affect the effective execution of Projects and recommends corrective actions as required for successful completion of the Project. The Underground Construction Coordinator works collaterally with his/her peers in the Project Team and cross functionally with all other areas of the operations to execute the overall construction plan developed by the Construction Manager and his/her team.
Major Accountabilities
· Attend contractor’s morning lineup and ensure all applicable communications, hazard alerts, etc. have been passed on to contractor’s employees from contractor supervisor.
· Perform daily site visits to each construction site assigned to the construction coordinator wherever possible given logistical constraints.
· Review lessons learned (HIPOT report) from Ontario Operations and, where applicable, implement new best practices.
· Conduct at least one formal Workplace Audit / Safety Inspection per week.
· Maintain a daily log that includes safety work. Log entries regarding all underground notes and hazards shall be a collaborative effort between the Underground Development and Underground Construction teams.
· Communicate any underground issues or hazards that may impact the other underground work groups immediately to Underground Development Lead and impacted coordinators from the Underground Development and Logistics teams.
· Ensure Contractor provided Project Specific Safety plans are adequate for the safe performance of the work, audit for compliance and recommend follow up actions as required.
· Participate in, and where required, facilitate Process Hazard Reviews (PHR) and audit for compliance.
· Stop all work in a workplace when the Coordinator has any concerns regarding the safety of the work being performed, and work with the contractor to align performance with safety expectations (Stop and Correct).
· Review all JHA’s and Procedures required for the underground construction activities.
· Ensure all Project personnel are informed of potential hazards as required.
· Ensure accident or incident investigations are conducted as required by contractors and ensures that the Incident Management guidelines are adhered to. Where required, ensure that an SAP IM report is created for any event to the system per policy, and that action items are completed as required.
· Perform accident or incident investigations in situations where a contractor run investigation will not suffice.
· Participate in, and where applicable, coordinate the Management of Change process as required.
· Ensure the contractors management team and its workforce has constant, consistent and good communications.
· Review the Contractor Pre-Mobilization Checklist/qualifications for new and existing contracts.
· Provide weekly contractor compliance reports to the Underground Construction Lead or Safety Advisor.
· For supplied items, provide the Contractor with the applicable Material Safety Data Sheet. For material supplied by the Contractor, acquire the Material Safety Data Sheets.
· Coordinates construction activities including pre-construction, contract execution and post audit activities.
· Assist in the development of Project quality plans as required and ensure these plans are executed.
· Assists Underground Construction Lead and Detailed Engineer contractor in developing detailed scopes for tender.
· Read and acquire an overall understanding of the scope of work for each contractor, and manage all work by the contractors to these scopes.
· Act as day-to-day contact for all underground construction contractors.
· Conduct daily coordination meetings with contractors.
· Provide field coordination between various contractors.
· Monitor and expedite day-to-day schedule activities of the contractors.
· Ensure all pre-construction documents are in place prior to construction including, Contractor Check list, Contractor Contact Information, Notice of Project, Form 1000, Methodology, Project Specific Safety Plan, Construction PHR and training records.
· Maintain Hard copy documentation for the Project if identified in the Project requirements – safety, quality, scope, schedule and cost.
· Support the Underground Construction Lead and Construction Manager in the execution of all underground construction tasks.
· Work with the Underground Development team to ensure that all pre-construction development and reconditioning work is completed per the construction scope requirements.
· Ensure that periodic site inspections are carried out at the appropriate times during construction to ensure work is executed in accordance with Project designs, specifications, drawings, codes, and Safety Regulations.
· In conjunction with Project Team, maintain electronic documentation for all assigned Projects.
· At a minimum, ensure weekly Project meetings are held on-site with Contractor Project Team to review project safety, quality, scope, schedule and costs. Record minutes of these meetings and issue electronically to all stakeholders and forward to Document Control for proper filing.
· Monitor progress against schedule at both task and overall project schedule level and recommends follow up action as required.
· Provide input to the project scheduler to identify variance in actual schedule to planned schedule.
· Participate in kick-off meetings.
· Participate in bid reviews.
· Issue Field Work Instructions (FWI’s) for changes out of scope.
· Performs check estimates on FWI’s, delays, and claims submitted by others.
· In conjunction with the Project Engineer, reviews proposed design/construction changes.
· First line of contact between the Project Team and the Contractor.
· Act as liaison between contractors and the client’s personnel and outside resources on assigned projects.
· Ensures that a valid Purchase Order or Change Order is in place prior to start of contracted work or extras.
· Participate in monthly forecasting meetings as required.
· Provide input for cost estimates throughout the project life cycle including ballpark, budget, construction, and design estimates.
· Resolve issues with time sheets within 24 hours of submission, and escalate to the Underground Construction Team Lead or Construction Manager if not resolved by the following shift.
· Review pro-forma invoices for accuracy, including review to ensure that pro-forma invoices accurately reflect work completed.
· Request and file appropriate documentation and approvals (PCR, APC) before any change is made to the construction plan.
· Identify, analyze and recommend opportunities for safety, productivity and cost improvements.
· Work alongside other Underground Construction Coordinators, the Underground Construction Planner/Scheduler, the Underground Construction Quantitative Surveyor and the logistics team to plan ahead to identify any bottlenecks so they can be addressed.
· Read and interpret engineering drawings, specifications and other technical documents. Perform spot field checks of red line drawings provided by contractors to ensure accuracy.
· Act as the liaison between the contractors and engineers on minor issues. Major technical issues would be directed to the Underground Construction Lead.
· Participate in Financial Management of Change (MoC) and Technical MoC as required.
· Day to day tracking, verification, documentation and sign-off of contractor’s installed quantities for unit price and cost reimbursable contracts.
· Ensure all work, at every stage of the project, is completed on time and to the correct standard, as per the approved contract.
· Supervise any third party personnel that do not have a direct supervisor on the project site that will be working in your assigned area of responsibility. Ensure that all third party personnel under your care attend the morning warm room, have a work plan, are signed in (tag board and /or sign in book) and receive a lineup that includes discussion of the general hazards of the worksite that they will be attending. Maintain periodic contact with the third party personnel throughout the work day, ensuring the work is safely executed with quality and the required performance.
