PLAA = Permits, Licences, Approvals and Agreements

Job Overview: We are seeking a highly skilled and experienced PLAA Manager to join our dynamic team for a major transportation infrastructure project. In this role of PLAA Manager, you will be responsible for overseeing all aspects related to acquiring permits with the relevant governmental authorities required for the successful execution of the Project. You would report to the Access Manager and be responsible for managing relationships with the Client and various stakeholders.

Role And Responsibilities

• Manage a team to plan, coordinate, track, monitor, and apply for construction permits as per established processes to ensure timely issuance of permits meeting strict construction start deadlines
• Identify early signs of risk to construction works schedule
• Maintaining and updating the project’s permits matrix and database
• Managing relationships with the Client, Governmental Authorities, and Stakeholders
• Leading meetings with the Client, Government Authorities, and other Stakeholders
• Communicating both internally and externally about the status of permitting applications and responding to questions about the permitting process
• Responsible for preparing PLAA applications, conducting inspections, and enforcing permit conditions
• Coordinating with contractors, architects, engineers, subcontractors, inspectors, and other relevant parties throughout the entire permitting process
• Coordinating with the Client, Government Authorities, and other Stakeholders throughout the entire permitting process
• Ensuring that all permits are issued in a timely manner while maintaining compliance with regulatory requirements and Applicable Laws
• Assisting and providing input to support claims or variations

Qualifications

Qualifications and Education Requirements

• Minimum 5 years of experience in a Permits Management / Project Management / Construction Management role. Experience with delivery of large Heavy Civil and/or Transit & Rail Infrastructure construction projects considered an asset.
• Prior experience working closely with Metrolinx, City of Toronto (COT), and/or Toronto Transit Commission (TTC) is an asset
• Strong experience and in-depth knowledge of the permits, licenses, agreements and approvals required for large P3 Heavy Civil construction projects
• Excellent communication and leadership skills
• Strong computer skills. Proficient in MS Office 365 software (Word, Excel, PowerPoint, Outlook)

• Strong organizational skills, attention to detail, and the ability to handle multiple tasks concurrently while prioritizing and working towards various deadlines

Ontario Line South

Our team is mobilizing its design and construction crews, with major works to commence in 2023. The South Civil contract is anticipated to be completed in 2030.

The project will strengthen Ontario’s economy by supporting an estimated 1,500 jobs at the peak of construction.

What is the project?

• A six-kilometre tunnel and associated tunnelling works from Exhibition to Don Yard portal (west of the Don River)
• Stations:
• One above-ground station to be integrated with the existing GO Transit Exhibition Station
• Two underground stations to be integrated with the existing TTC Osgoode and Queen subway stations
• Four new underground stations (King/Bathurst, Queen/Spadina, Moss Park, Corktown.
