Senior Director, Provincial Quality, Research and Integrated Care, CSBC

What you’ll do
The Senior Director, Provincial Quality, Research and Integrated Care reports to the Executive Director, Cardiac Services BC (CSBC), and is core member of the CSBC leadership team. This role is dually accountable to establish a provincial direction and approach to the delivery of cardiac care for their designated clinical program areas as well as to oversee quality, research and integrated care for all of CSBC. The Senior Director leads the development of strategic partnerships and initiatives, system-wide project management, information management, and population-based evaluations, and is further responsible to span the full scope of CSBC’s clinical portfolio and extend beyond the cardiac community to support the development of standardized approaches across PHSA’s provincial clinical programs. High-level accountabilities include (please refer to job description for full list of responsibilities):
- Provide provincial clinical program leadership and to set strategic direction for key service functions, in partnership with key stakeholders to establish province-wide integration of care and coordinated service delivery with an emphasis on quality, access and patient safety.
- Leads two provincial Cardiovascular Disease Network (CDN) population groups, involving medical, clinical and administrative leaders from across the province. The CDNs develop population-focused strategic priorities and inform key provincial initiatives.
- Guides annual planning processes within their assigned clinical programs to develop multi-year plans; integrates these plans into a comprehensive prioritization process which informs the allocation of CSBC’s provincial Life-Support funding to regional health authorities.
- Leads CSBC’s Quality, Research, and Integrated Care work stream. Accountable for: 1) the development and implementation of strategic plans for quality, research, and patient partnerships; 2) establishing clinical decision-making frameworks for budgetary and resource prioritization, and 3) in collaboration with a broad group of external partners, identify tools, processes and opportunities to better integrate service delivery across the care continuum and related conditions of chronic disease.
- Working in conjunction with the regional health authorities, develops and implements strategies that improve the collection of high-quality data used in cardiac services system management and reporting. Negotiates and facilitates consensus on issues related to procedural case volume allocations, service access and quality issues requiring remediation.
- Monitors and evaluates emerging evidence within clinical portfolios to ensure appropriate review, validation, and propose necessary changes of data collection processes, measurement/evaluation strategies, technology requirements, and system implications.
- Develops and manages operational budgets, monitors expenditures, performs variance analysis, and supports annual capital planning process.
What you bring
Qualifications
- A level of education, training, and experience equivalent to a Master’s degree in Health Sciences, Nursing, or Public/Population Health.
- 10+ years’ experience in progressive management role in health care with experience implementing strategic initiatives.
- Clinical experience in cardiac services, experience in quality improvement, research, analytical methods, and/or clinical operations are considerable strong assets.
Skills & Knowledge
- Experience with the research process; ability to set up research strategies with academic institutions and industry partners.
- Management of complex projects, change management, and use of key performance indicators.
- Demonstrated implementation of a complex, system-wide project, especially a project that required work with interdisciplinary groups and physicians (considered an asset).
- Demonstrated “results-orientated” with skills related to relationships, influence management, and the ability to have working teams arrive at consensus.
- Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC’s Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
- Models and supports full team commitment to Indigenous Cultural Safety and anti-racism.
- Collaborates with peers to ensure ICS lens applied holistically through department as whole
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC’s Declaration on the Rights of Indigenous Peoples Act (2019).
- As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular, Full-time
Salary Range: $116,685 – $167,734 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
