The Vancouver Fraser Port Authority is responsible for the stewardship of the
Port of Vancouver, Canada’s largest and most diversified port. Our mandate as a
Canada Port Authority, as set out by the Canada Marine Act, is to enable
Canada’s trade objectives, ensuring goods are moved safely and responsibly
through the Port of Vancouver. That means providing infrastructure and ensuring
the safe and efficient movement of marine traffic and cargo within the port. It
also means we carry out reviews of proposed activities and developments on
federal port lands and waters to determine whether a project can go ahead
without impacts to the environment and community that cannot be mitigated.

The Senior Project Management Advisor is responsible for leading assigned
complex projects or programs in a variety of business contexts, transforming
strategic ideas to executable plans to implement solutions. Important aspects
of this position include recommending the best, risk-based implementation and
team organization approach, leading project/program cross-functional teams of
subject matter experts, and delivering the agreed upon solution to Sponsor
satisfaction, monitoring progress, and taking corrective action as required.
Communicating with internal and external parties including customers, stakeholders,
and suppliers at all levels required. Depending on the nature and scope of the
project, the Senior Project Management Advisor may also drive activities
related to elicitation of business needs, feasibility assessment, change
management actions, and request for proposals.
This role will:
Provide project and program management expertisevia coaching and consultative methods to individuals and teams throughout the VFPA;identify gaps in scope definition to ensure we are doing the right work; andrecommend improvements for solutions definition and delivery
Recommend the best, risk-based implementationand team organization approach for assigned projects and programs. Ensure theapproach is documented and followed
Plan and lead assigned project/programs, workingclosely with cross-functional teams of subject matter experts to ensure acomplete business solution is implemented, that meets project objectives andmaintains alignment with departmental and organizational strategic plans
Prepare project planning documentation includingscope, schedule, budget, communication, change management and stakeholderengagement, and risks. Collaborate and negotiate with departmental resourcemanagers on the assignment of project resources
Prepare, maintain and use central repository forall project management documentation
Prepare project cost and progress reports. Identify, document and monitor project risksand issues. Ensure project change requestsare properly controlled
Liaise with all project stakeholders of assignedprojects including internal and external end users, consultants andcontractors, and external agencies
Ensure proper project closing including closingof all contracts and records storage according to VFPA policies.
The successful
candidate will have completed a Bachelor’s or equivalent degree with a demonstrated
progressive business exposure and a minimum of 5 years’ experience in leading highly
complex projects and/or programs in a broad variety of contexts and structured
approaches. Formal education in project and/or program management, PMP certification
or equivalent is desirable. Exposure to change management and/or business
analysis preferred.
This
position is ideal for an individual with thorough knowledge of all areas of
project and program management in a variety of contexts. Excellent organization
skills with proven ability to execute projects and programs on time and on
budget. Demonstrated budget management skills, change management, analysis,
problem-solving, and decision making. This position requires strong interpersonal,
communication, facilitation, and negotiation skills are essential, as well as
an ability to interact effectively with all levels of management and staff
internally and externally. Demonstrated team building skills and negotiation
and conflict resolution skills. Effective skills in risk identification,
monitoring, and mitigation. Must be flexible and quickly able to adapt to all
categories of projects and business contexts. Proficiency in using project
management tools such MS Project, Primavera or SharePoint, and Microsoft
Office. Must be a highly organized and detailed individual who can manage
competing priorities. Must have an excellent oral and written communication.
