You MUST provide a cover letter. In this document, you must provide concrete and detailed examples to clearly demonstrate how you meet the experience requirement listed in the essential qualifications required for the position.

The screening board cannot make any assumptions about your experience. It is not sufficient to say that you have the essential qualifications or to list your current or past duties. Duties

Real Property Services of PSPC is delivering a full suite of services to federal departments and agencies. This includes office accommodation, project management, real estate services and specialty services (geomatics, environmental, architectural, and engineering), including the management of multiple federal engineering assets (bridges, dams, highways and dry docs), as well as the acquisition and disposal of federal real property.

Science and Parliamentary Infrastructure Branch (SPIB) is responsible for strengthening Canada’s science community through the renewal of federal science infrastructure. She is working in partnership with federal science departments and agencies, as well as other government stakeholders, to implement a transformative initiative to keep Canada’s science ecosystem strong and competitive.

We currently have positions available in the following service lines: National Capital Area Project Delivery (NCAPD), Project Management (PMSL) and Laboratories Canada (SPIB).

The National Capital Area Project Delivery (NCAPD) sector is responsible for the delivery, leadership, and guidance of major office-related property projects in the National Capital Area. Its goal is to plan and manage the successful delivery of major projects for Real Property Service’s clients. The Project Management service line (PMSL) assists with the planning and delivery of a wide range of projects such as real property asset acquisitions or improvements, fit-up of accommodation space, construction, renovation and remediation assets (building, bridge, dam, road, etc.). The Laboratories Canada Program within the Science and Parliamentary Infrastructure Branch (SPIB) is advancing the delivery of new science infrastructure across Canada by revitalizing federal science and technology laboratories in addition to restoring and modernizing the buildings and grounds of Parliament Hill.

Degree equivalency

E1: Significant* experience in managing complex** real property*** projects or programs related to the planning, design and construction phases.

E2: Significant* experience in managing complex** procurement processes related to real property*** architectural, engineering or construction projects which includes preparing request for proposals or project scope definitions and related contract and financial management.

E3: Significant* experience in preparing briefing materials, briefing clients, stakeholders or senior managers and providing strategic advice and recommendations.

E4: Five (5) years of experience in managing people (employees, consultants, contractors or multi-disciplinary teams) which includes developing workplans, assigning work and monitoring performance.

Definitions:

• Significant is defined as the depth, breadth and scope of experience managing a broad range of various complex activities as a key part of your work for approximately ten (10) years.

** Complex projects must include 4 or more of the following characteristics: high security, major technical difficulty, significant project value, important heritage component, sustainable design, alternative form of delivery, inter-dependencies with other programs or projects, involving multiple and diverse stakeholders requiring specific governance and organized communications, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).
*** Real property projects are defined as new construction or renovations (e.g., interior fit-up) and includes any structures such as buildings, heritage buildings and structures, engineering assets (bridges, dams, marine infrastructure, roads or on land), underground infrastructure, earth retaining structures or equivalent built works which also includes specialized science-based laboratories, new iconic complex buildings or industrial facilities. Marine infrastructure includes assets such as wharfs, jetties, or dry docks.

Willing and able to travel to access and work in industrial settings or active construction sites.
Willing and able to work overtime on occasion on short notice.

Candidates must possess a minimum of a CBC/CBC level or better to be appointed to a position. All positions to be staffed are bilingual imperative. Candidates will be tested and must achieve a proficiency level of C in reading comprehension and oral interaction (advanced level) and a proficiency level of B in writing (intermediate level). Applicants who do not have valid second language evaluation (SLE) results will be required to undergo second language evaluation.
