Scarborough Transit Connect (STC) has been awarded the design and early works of the Scarborough Subway Extension project. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools and other key destinations throughout the city.
What is the Opportunity?
As part of the Scarborough Transit Connect project based in Scarborough, we are looking for a qualified Property Manager to join our team. You will be responsible for ensuring that STC has sufficient lands to construct the project, securing the necessary permits, licenses, and agreement for permanent and temporary access to land (including easement, subsurface easement). This role requires active coordination between design and construction teams, in addition to close collaboration with applicable owners, municipal or private landowners and great organizational skills.
Reporting to the Commercial Manager, the Property Manager will support STC Commercial Management team, and will be responsible for ensuring that key permanent and temporary access to land, easement, sub-easement, and related agreements, licenses and permits supporting construction activities are compliant and consistent with STC’s Agreements with Owner and STC policies and are optimal and practical to each project opportunity.
What You Will Do Here:
· Leading and coordinating submissions related to the Metrolinx Lands and any additional property requests.
· Managing multiple properties, maintaining project schedules and deadlines with major stakeholders.
· Liaising with site teams to determine schedules for permanent easements, temporary property easements.
· Determining permission to enter lands.
· Coordinate all property leasing, legal, and insurance issues.
· Provide comprehensive review of applicable access to land documents throughout various project phases.
· Propose alternate agreement language where required.
· Assisting the project team in gaining access to land, including but not limited to surveys.
· Be the subject matter expert within the overall project team on all matters relating to temporary and permanent land access to support the delivery of the works.
· Support the construction teams in the identification of land requirements, associated notifications and the final land access boundary process for securing land.
· Provide briefings to the project delivery teams and sub-contractor teams on the requirements of the land access processes and the obligations and restrictions placed on all parties.
· Assist with implementation / comply with STC’s risk management policies and procedures.
· Ensuring adherence to access agreements, licenses, notices, constraints and related documents issued by the client with respect to land access.
· Coordinate internal and external distribution as applicable.
· Participate in Project Handover and Project Kick-off meetings as appropriate.
· Perform all duties in compliance with STC’s current and applicable processes, templates, checklists and tools.
· Provide input into project Risk Register development as applicable.
· Ensure adherence to appropriate Limits of Authority protocol.
· Notifying the client of any required extensions to land access periods
· Ensuring timely and compliant notices are issued to all owners/occupiers and confirmed in advance of actual surveys, and ensuring access arrangements are confirmed prior to survey visits. Maintaining a register of all notifications
· Producing a land access and possession program, on a phased and resource efficient basis.
· Contacting and liaising with landowners or occupiers, in collaboration with STC team where appropriate, regarding arrangements for land access and possession in accordance with the project requirements and applicable third-party agreements or applicable consents
· Development and maintenance of an effective tracker for all land access requests and reporting requirements
· Maintain up to date records of landowners impacted by the project and communications with them on the customer records database.
· Maintain all key document control and electronic filing.
· Work alongside the stakeholder engagement teams to ensure consistency of information to landowners, authorities, stakeholders and the wider community.
· Record progress of the formal consenting regime with the legal teams as required to facilitate lawful land access.
· Promoting the pursuit of excellence in land access and possession, to ensure the process is effective and continuously improved.
