Your Opportunity
The Program Controls Manager will support the $1.6-billion (USD) Willamette Water Supply Program by providing delivery support of numerous infrastructure projects. The Controls Manger is responsible for managing a staff of professionals and technicians for successful completion of project controls activities. The position will be responsible for developing and implementing program/project controls activities and will support program efforts by coordinating with program management staff.
Furthermore, the individual may be required to participate in analyzing Client program controls needs and assist delivery teams in developing the combination of tools, processes, and people to enable the team to manage a portfolio of projects.
Your Key Responsibilities
Lead the controls team through challenging project assignments
Lead the development of annual and long-term budgets and schedules, aid in the approval process, and monitor the performance relative to plan
Oversee a federal funding compliance strategy to comply with the Water Infrastructure Finance and Innovation Act (WIFIA)
Develop and implement project controls standards and procedures, monitor compliance, and initiate corrective measures, as necessary
Establish and oversee business processes, systems, and tools to enable project controls over the life of the Program
Manage ongoing maintenance, enhancements, and training for controls systems and tools
Track expenditures, monitor cashflow for variances, and support responses to substantive variances
Prepare and present various complex reports that may include financial, schedule, and other project related information to various audiences
Support risk management and analysis efforts
Manage financial and cost reporting systems and procedures
Represent project controls tasks in meetings with client, subcontractors, and others, as required
Oversea procurement and contract administration activiteies
Initiate and maintain Client relationships to facilitate program activities
Communicate areas of concern to Program Leadership Team.
Qualifications
Your Capabilities and Credentials
Must be able to work in a manner to ensure your personal safety and that of fellow employees by following company health and safety guidelines and policies
Demonstrate strong oral and written communication skills
Demonstrate experience leading a multidisciplinary team
Must be able to demonstrate good interpersonal skills and the ability to work in an integrated team environment
Ability to concurrently manage multiple assignments and quickly adapt to new priorities
Ability to check own work for accuracy and completeness and manage time to meet project budget and schedule
Consistently adhere to and enforce internal Company processes and policies such as business and contracting rules
Proficient in Microsoft Excel, Word, Access, and other normal business applications
Education and Experience
Bachelor’s degree in Construction Management, Engineering, Business, or related field
10-15 years of relevant experience
Project Management Professional (PMP) certification highly desired
Experience in project management systems and software including Primavera, e-Builder, Acumen Fuse & Risk, or similar is preferred
Experience in the municipal sector in areas of public works, utilities, transportation, and industry and on multi-sector programs is preferred
