Your Opportunity

An opportunity exists for a highly motivated individual to become the Regional Delivery Leader (RDL) for the Water Business Line in Western Canada. The RDL drives best-in-class project delivery within the region and is responsible for:

  • building and maintaining both the project management and project technical lead communities, and;

  • supporting deployment and effective implementation of Stantec corporate and business-line specific project management practices.

The RDL will lead and support a strong Project Delivery Team within Western Canada Water, consisting of approximately 100 Project Managers (PMs), Project Technical Leads (PMs/PTLs) and Project Independent Reviewers (PIRs) in 11 offices. The RDL will report to the Regional Business Leader (RBL) and collaborate with the Director of Project Management (DPM) and Director of Project Delivery (DPD).

Your Key Responsibilities

Health & Safety:

  • Consistently demonstrates a commitment to Stantec’s Health and Safety culture.

  • Support the RBL in the health and safety performance of the business line, including the monitoring of leading and lagging indicators.

  • Promote compliance with regulatory requirements and the Health, Safety, Security, and Environment & Sustainability (HSSE) management system, and follows up on COR audits (where applicable).

People:

  • Supports both PMs and PTLs to ensure timely, effective, and efficient performance of their responsibilities.

  • Collaborates with Business Centre and Regional Leaders to recruit, train, retain, mentor, coach and lead PMs, PTLs and PIRs, including development of succession plans for key positions.

  • Establish a culture of “client satisfaction” and “design excellence” among technical staff and project delivery teams in the region.

  • Collaborate with Business Centre and Regional Leaders to assign projects to appropriately qualified PMs, PTLs and PIRs where necessary. Proactively facilitate opportunities for PMs and PTLs to be assigned to progressively challenging projects and expand experience and competency.

  • Monitor individual performance of PMs, PTLs and PIRs and provide feedback to Business Centre and Regional Leaders when required.

  • Responsible for the yearly employee performance review (YEPR) and rate reviews for direct reports as applicable.

  • Update and administer the Approved PM and PTL Lists and the Prequalification process in consultation with the Business Centre and Regional Leaders.

  • Update and administer the Approved PIR List in consultation with the Business Centre and Regional Leaders.

Project Management & Execution:

  • Responsible for serving in a project leadership role, such as Project Sponsor, Project Advisor, PM or PTL on major projects or on key account projects in the region.

  • Provide technical support and perform independent technical reviews on large projects and for key accounts in the geography.

  • Lead regional leadership in assuring projects have qualified project leaders and technical expertise in key roles on projects, support project leaders in the geography with obtaining resources and key skills to deliver projects. Be on point and support project team coordination with the Water Delivery Center and RNet.

  • Provide guidance to PMs and PTLs for project initiation activities such as Oracle setup, intercompany agreements, and sub-contracting.

  • Assist PMs, PTLs and PIRs in resolving complex problems and decision making.

  • Track, monitor and review project EVM and update data and attend monthly project performance review meetings to report out earned value and risk reserve status of projects to the Financial Managers (FMs).

  • Assist project managers in the implementation of corrective actions for distressed projects, adapt and apply procedures to address unusual problem situations, and engage Business Centre and Regional Leaders when needed to support this effort.

  • Coordinate with BC leadership and North America Discipline Leads to evaluate and help maintain an effective EDL network within BC’s and within the region.

  • Coordinate with BC leadership to ensure >95% PM frameworks compliance and audit compliance on all projects in the region.

  • Ensure robust systems are in place for workload balancing and utilization across the region.

  • Assist BC leaders in resourcing projects across BC lines and matching under-utilized staff with projects.

  • Ensure Delivery Center and RNet utilization goals are achieved by the region.

Financial Management:

  • Achieve budgeted gross margin and project financial performance on your projects, support project teams in the region as needed with the same.

  • Provide direct governance and oversight of PMs and PIRs to ensure best Earned Value Management (EVM) practices and controls are being implemented consistently.

  • Lead monthly project update review process including PM preparation and submission of accurate estimates at completion (EACs), and PIR review and approval of project updates, including EACs, using the designated project management tools in accordance with Stantec’s project update business rules.

  • Exercise initiative in adapting and applying EVM processes, tools and techniques to address unusual problem situations and resolve project delivery conflicts.

  • Assist regional and BC leaders in achieving staff utilization goals.

Quality & Innovation:

  • Ensure compliance with QA/QC procedures and policies by project teams in the region.

  • Collaborate with the Water Delivery Group to continually improve project delivery standards and practices.

Business Development & Collaboration:

  • Support major pursuits and campaigns in the region. Support selection of project leadership team members and key technical leaders and experts on major campaigns during the pursuit phase.

  • Work with BC leaders and project teams to identify key resources for BC and regional pursuits. Perform independent technical reviews for proposals prior to submission.

  • Support sales and campaign teams in developing correct budgets and scopes on projects.

  • Collaborate directly with the RL, RBL, RSL, and SL’s to consistently win new work within the regional business line including cross selling.

  • Responsible for serving as account manager and/or serving in project delivery leadership roles on key projects within the geography.

  • Conduct a minimum of 4 technical client feedback surveys per year.

  • Partner with the Regional Business Leader (RBL) and Regional Sector Leader (RSL) to market discipline-specific design and technical expertise to local and regional clients, as well as global and national clients (where relevant).

  • Assist with developing the annual regional business plan.

Direct Time:

  • Personally lead projects as a PM and/or PTL, or be involved in a technical or review capacity..

  • Consistently achieve the approved metric for billable time, and record all time worked accurately and appropriately. Target is >50%.

Qualifications

Your Capabilities and Credentials

  • Passion for excellence, continuous improvement, and professional project management and delivery.

  • Strong project management skills, with demonstrated experience in organizing, planning, and executing projects from pursuit through closeout.

  • Extensive project controls experience, including the development of scope, schedule, and budget, and the subsequent monitoring of cost and schedule.

  • Ability to drive change and deliver positive impact through influence.

  • A firm understanding of Stantec’s PM Frameworks and Stantec’s Project Delivery procedures and policies.

  • A firm understanding of Stantec’s EVM methodologies, procedures, and policies.

  • A Firm understanding of Stantec’s Project Risk Practice

  • Familiarity with terms and conditions of contracts and commercial agreements.

  • Knowledge of scheduling concepts and familiarity with software (e.g. Primavera P6, Microsoft Project).

  • Strong verbal and written communication skills; Strong interpersonal skills to effectively work and collaborate with a wide range of staff.

  • Ability to travel to other Stantec offices within Western Canada – preference may be given to candidates who are located within the business region.

  • Valid Class 5 Drivers License

  • Familiarity with Stantec Water service offerings and client base is preferred.

Education and Experience

Bachelor’s Degree in Engineering or comparable technical, business, or professional degree with a minimum of 10 years of relevant experience or equivalent combination of skills and experience.
