Job Summary
Reporting to the Executive Director, Human Resources (HR) the Director, People Services is responsible for talent management strategies, systems, and processes and oversees the provision of HR services for the support staff portfolio. As part of the Human Resources leadership team, the Director, People Services guides the development of the HR department and facilitates an integrated, systemic approach. This is a broad leadership role that advances HR programs and services while ensuring compliance with legislation, policies, and contracts, and promoting a positive and inclusive workplace culture.
Responsibilities
Develops and implements strategies, programs, and processes to enable best practices and meet the workforce needs of the school district including:
Provides leadership and direction to HR teams, including goal-setting, coaching, development, and performance management. Fosters a collaborative and supportive work environment that encourages teamwork and professional growth. Promotes a culture of continuous improvement and innovation within the department.
Fosters effective people practices throughout the organization through communications, training, effective decision making, and the provision of direction and advice on HR matters. Oversees service delivery and employee and labour relations activities for the portfolio, including problem-solving and conflict resolution.
Works cross–departmentally and closely with other senior staff across the school district to address issues and opportunities related to talent management and HR operations.
Designs and executes a comprehensive recruitment and onboarding strategy.
Identifies opportunities for professional growth for exempt and support staff. Designs and implements training programs and evaluates effectiveness. Oversees departmental utilization of the school district’s learning management system.
Administers terms and conditions for exempt employees including the school district’s job evaluation plan, exempt compensation and benefits, and performance management processes.
Collaborates with leaders, HR team members, and organizational partners to design and implement programs and initiatives to enhance employee engagement and wellbeing and foster a diverse and inclusive workplace. Promotes cultural awareness, equity, and fairness in HR practices.
In collaboration with IT and Finance, manages maintenance, improvement, and implementation of HR systems including HRIS, applicant tracking, and dispatch systems. Identifies and implements continuous improvement of HR processes to ensure efficiency and alignment with best practices.
Contributes to departmental vision, goals, and priorities; develops operational plans; and assists in budget preparation and monitoring.
Establishes, monitors, and analyzes key talent metrics. Generates reports and insights to support data-driven decision-making.
Qualifications
Education & Experience:
Bachelor’s degree in Human Resources, Business Administration, or a related field.
Ten years’ progressive human resources experience, including experience in a large, unionized organization. Public sector experience is preferred. Certified Human Resources Professional (CHRP) designation or equivalent certification is an asset.
Skills

Extensive knowledge of employment legislation and HR principles and practices in a variety of areas, e.g. talent acquisition, job design and evaluation, performance management, employee engagement, employee development.
Demonstrated commitment to inclusion and belonging and building a caring and respectful workplace.
Ability to exercise tact and discretion and maintain a calm, courteous approach to sensitive interpersonal situations.
Financial acumen and demonstrated commitment to fiscally sound and responsible decisions.
Proficiency in Office365, HRIS, and other HR technologies such as applicant tracking systems and learning management systems.
Data literacy including the ability to define and apply HR metrics and analytics to facilitate learning and decision-making.

The salary range for this position is: $169,861 to $188,734 per year with comprehensive benefits package and Municipal Pension.
Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
