Special Initiatives & Engagement Contractor

Location: Remote (work from home, Canada-wide)

Type of Contract: Project-based Contract; Full time hours preferred; Part time considered

Languages: English required; functional knowledge of French considered an asset

Reports to: Senior Program Manager

Duration of Contract: January 2023 (as soon as possible) to March 31, 2023

Remuneration: Competitive amount to be negotiated (based on an hourly rate ranging from $45-55/hr inclusive)

CONTEXT

The SAH Navigation Unit (NU) supports the Canadian Refugee Sponsorship Agreement Holders Association (SAH Association), and SAH Council as the Association’s elected governance body, in strengthening the Private Sponsorship of Refugees (PSR), Blended Visa Office-Referred (BVOR), and Joint Assistance Sponsorship (JAS) Programs, as the number of refugees resettled to Canada under these programs continues to grow.

The SAH Navigation Unit is instrumental in:

• Bringing the collective voice and experience of the Association to Immigration, Refugees and Citizenship Canada (IRCC);
• Disseminating information to Association members; and
• Designing solutions with the SAH Council and IRCC to address policy and operational challenges in the PSR and BVOR programs.

PROJECT

Aligned with the vision, mission, and values of the Canadian Refugee Sponsorship Agreement Holders Association (SAH) Association, the Special Initiatives & Engagement Contractor will provide support in coordinating interest nationally in the SAH component of the PSRP, tracking public policy trends, and engaging SAHs to ensure the diversity of the SAH community is well represented. This time-limited project is designed to increase the baseline of engagement with SAHs and other stakeholders. Strategic thinkers and/or engagement professionals are encouraged to apply.

Special Initiatives & Engagement (95%)

• Design and develop solution(s) for tracking & coordinating interest in the SAH component of the PSRP at a national level
• Conduct research as needed
• Engage Association members as needed, via varied methodologies according to need (for example surveys, focus groups, interviews)
• Communicate SAH Association positions through letters, articles, presentations, etc., with/for members, public servants, public officials, faith leaders and media
• Monitor policy development initiatives and recommend strategic policy framing to SAH Council * Contribute to Working Groups or Advisory bodies as needed
• Create and deliver presentations for the Association as needed
• Monitor and evaluate outreach & engagement to ensure efficient and effective processes, and to ensure alignment with progress towards the strategic goals
• Recommend actions to address outreach & engagement issues
• Provide regular updates to the Senior Program Manager and others as required
• Conduct post implementation review at the conclusion of the project

General (5%)

• Function as part of the remote Navigation Unit (NU) team
• Attend NU & Council meetings as required
• Provide progress reports as requested
• Complete related administrative duties as required, including reporting to funders as needed

The ideal contractor will have:

• Knowledge of forced migration issues and the Private Sponsorship of Refugees Program (PSRP)
• Excellent oral and written communication skills (in English; additional languages, especially French, considered an asset)
• Demonstrated ability to analyze and synthesize information from different sources, identifying key themes and issues
• Strong understanding of public policy debates, developments, and trends
• Demonstrated commitment to rights-based anti-oppression framework
• The right to work in Canada
• The ability to work remotely, including access to a suitable workspace, equipment & reliable internet (NB: overhead costs are the contractor’s responsibility)
• High detail-orientation for accuracy and efficiency
• High sense of integrity and alignment with the Association’s values
• Cultural humility, fluency, and competency
• Demonstrated ability to work with limited supervision
• Demonstrated ability to meet deadlines
• Demonstrated resourcefulness, mental agility, and openness to change
• Post-secondary education in a related field

Required Experience

• Minimum 4 years communications &/or engagement experience
• Minimum 2 years public policy experience
• Knowledge of the PSRP and/or refugee/resettled newcomer services, supports, challenges and assets
• Working knowledge of privacy and confidentiality legislation and best practices
• A high level of comfort with and knowledge of various technological platforms, for example, but not limited to: Zoom, Sync, MS Office suite

Additional Requirements

• Current clear criminal record check
