Main Purpose and Function
The Financial Reporting Accountant I (FRA I) is responsible for:
- The accounting and financial reporting of the City’s Capital Financing Fund (CFF), Sinking fund, assigned reserves and other financial items including preparing annual financial statements, monthly reports and related financial analyses and
- The maintenance of data integrity of the City’s major financial system (SAP):
- Administering monthly SAP period close activities including system reconciliations and balancing processes
- Maintaining SAP financial reporting chart of accounts (master records for cost objects) and reports in accordance with established design objectives.
- Financial transaction coding compliance to ensure the timeliness, consistency and integrity of the City’s financial data.
- General accounting and financial statements for moderately complex entities, funds.
Reporting to the Manager, Financial Reporting, the FRA I is member of the Financial Reporting team. The FRA I actively supports the teams mandate for timely and accurate reporting and works collaboratively with staff in other departments to ensure financial reporting coding policy compliance, implement continuous improvement initiatives and support end user financial reporting capability and understanding of financial information.
Specific Duties and Responsibilities
System Administration, Data Integrity and Transaction Coding Compliance Monitoring
- Create and maintain SAP cost centres, cost elements and other reporting objects in accordance with established structure objectives, guidelines and system requirements to maximize financial reporting efficiency and effectiveness.
- Monitor financial system use for financial transaction reporting compliance and efficiency.
- Identify continuous improvement opportunities to standardize and simplify master data to improve corporate reporting and financial analysis capabilities.
- Execute key fiscal period close procedures (FICO reconciliation, settlement error resolution, assessment run, Business Area clearing, CATS CO/PM error correction).
- Coordinate closing and cut-offs with business units, FP&A and the SAP Business Support team.
- Develop and maintain City wide financial reports and Coding Manual.
- Setup and process cost allocations in the SAP Assessment module in accordance with the City’s Cost Allocation policy.
Support System Utilization
- Provide training support for individual or group training (as part of CityLearn) on SAP coding standards to ensure transactions are recorded on a consistent City wide basis.
- Provide City staff individual training on SAP accounting transactions and City wide reports available for budget monitoring and financial analysis.
Financial Reporting and Accounting
- Prepare complete CFF and Sinking fund financial statements and information for consolidated financial statement notes and supplementary schedules and reconciliations for reserves and other financial items to ensure their accuracy and completeness.
- Provide the accounting and financial reporting for smaller City entities and trusts.
- Review and interpret a variety of agreements, reports and correspondence related to the generation and recording of accounting information.
- Calculate and record reserve and inter-fund interest allocation.
- Prepare and/or processes accounting journal entries to reallocate costs as ongoing accounting support to Real Estate and Facilities Management, and Risk Management
- Perform accounting reconciliations for inter-fund and reserve transfers on a monthly basis.
- Assist the business units with yearend adjustments and ensure the timely reversal of year end accruals.
- Prepare audit working papers, analysis and documentation as needed.
- Prepare and maintain policies and procedure manuals for the position.
Project Work
- Participate in financial reporting system continuous improvement projects as a subject matter expert in SAP financial master data structure, transactional flows and related financial reporting capabilities
Qualifications
Education and Experience:
- A post- secondary business or finance degree.
- Chartered Professional Accountant designation preferred.
- Minimum five years of accounting experience, in a large organization, preferably within the public sector and a union environment.
- Experience in Fund Accounting preferably in a municipal environment and familiarity with PSAB standards and local government regulatory requirements would be an asset.
Knowledge, Skills and Abilities:
- Effective problem solving ability is supplemented by strong analytical and organizational skills, excellent oral and written communications and strong interpersonal skills.
- Advanced proficiency with in MS Excel and other desktop productivity tools.
- Understanding of complex ERP systems including modules for project, plant maintenance, real estate billing, asset accounting and report development tools is required.
- Able to demonstrate a service oriented approach to providing assistance and advice to internal and external customers.
