Supervisor – IT Infrastructure (Continuous)

The City of Victoria continues to modernize its IT Infrastructure, leveraging hyperscale cloud and on-premises solutions to deliver efficient, effective and secure technology to staff and the public. Reporting to the IT Operations Manager in the IT Department, the Supervisor, IT Infrastructure will lead a team of Infrastructure Administrators who design, implement and maintain the IT Infrastructure which powers the City’s technology stack.

As the Supervisor, IT Infrastructure you will coordinate, assign, review and participate in the design, configuration, and implementation all City IT Infrastructure solutions. The City operates a Windows Server environment in both Azure IaaS, Azure Stack HCI on Hyper-V with Extreme Networks for core and edge switching, F5 load balancers and Palo Alto firewalls. The Infrastructure Division is moving to a Dev/Ops operating model and supports the other divisions in IT with agile and waterfall project delivery.

POSITION FUNCTION
Coordinate the work of the IT Infrastructure Division and make enterprise infrastructure recommendations and perform planning, design, installation, configuration and administration of City IT infrastructure including local and wide area networks, servers, cloud infrastructure as a service (IaaS), network security and associated systems.
KEY DUTIES
Coordinate, assign, support, review and participate in the work of approximately 4 – 5 staff in the IT Infrastructure Division; ensure schedules, procedures and established performance and safety standards are met; make recommendations on employee selection, promotion, discipline and development; provide and recommend employee training and provide input to employee performance appraisals; review the work of consultants as required.
Research, recommend, design, install, configure, maintain and administer enterprise systems, servers, local and wide area networks, storage, backup and network communications systems, evaluate enterprise infrastructure needs and determine hardware specifications and software requirements. Document infrastructure architecture standards.
Prepare reports and make recommendations to IT management and stakeholders regarding City’s IT Infrastructure and responsible for the division operations in the absence of the IT Operations manager.
Respond to enquiries and complaints from staff regarding IT infrastructure related problems; liaise with other departments for IT strategic planning and represent the division on various city committees; provide advice and support implementation of approved cloud and on-premise IT infrastructure; provide technical information and analysis to staff, consultants and outside agencies; schedule and monitor the work of consultants; maintain records, files, and documentation for the department.
Perform related duties where qualified.
INDEPENDENCE
Work is generated by annual objectives and budget, requests for service and system requirements or is assigned by IT management.
Work is reviewed through reports to IT management.
Issues such as major expenditures and policy are referred to IT management with recommendations.
WORKING CONDITIONS
Physical Effort:

KEY SKILLS AND ABILITIES
Understand and apply the principles of cyber security, network design, operating systems hardware and software.
Design, plan and implement all aspects of IT infrastructure including networks, security, servers, IaaS, databases running in the cloud or on-premises.
Prepare and present reports and training sessions.
Establish and maintain working relationships.
Organize and prioritize work of the unit for both operations and IT infrastructure projects.
QUALIFICATIONS
Formal Education, Training and Occupational Certification:
Computer Science Degree or equivalent. (4 years)
Microsoft Server and Azure Certifications (Enterprise Level).
Network and Firewall Certifications (Enterprise Level)
Required to obtain security and criminal record check.
Required to sign attestation of confidentiality.
Current and valid ‘Class 5’ BC Drivers Licence
Experience:
6 years of related experience, including 2 years supervisory experience.
or an equivalent combination of education and experience.
OTHER:
May be requested to substitute in a more senior position providing coverage for Infrastructure and Operations.
Work schedule: Monday – Friday, 35 hour work week
$57.99 per hour, Pay Grade 20
