Job Description Summary
The Operations Centre Manager is responsible for the management of the Operations Centre which is a 24/7 (24 hours per day, seven days per week), 365-day central hub that oversees mechanical systems with UBC Vancouver core campus buildings. The Operations Centre is responsible for the regulatory oversight, evaluation, response and risk mitigation of mechanical operations. Additionally, this position is embedded within the Operations Centre space which requires supervising, organizing and allocating personnel, and directing and communicating the work of Mechanical Operations supervisory staff within two different bargaining units. The manager is also responsible for establishing priorities and goals for the division that align with those of other departmental service units and support the mission of Facilities.
Organizational Status
Reports to the Senior Manager, Building System Owner Mechanical and receives daily work direction from People and Process Manager, Mechanical Operations.
Work Performed
Supervises the activities and staff of the 24/7 Operations Centre including a team of unionized Trades employees, Head and Sub-Head Tradespersons.
Ensures that work is done on schedule and in conformity with the requirements of the work order and in compliance with applicable codes, guidelines and safety regulations as they relate to Technical Safety BC, BC Building Code and WorksafeBC. Alternate for the People and Process Manager, Mechanical Operations on the Joint Occupational Health and Safety Committee (JOHSC), follows up on accident investigation and critical incident recommendations as assigned.
Liaises with the Maintenance Planning team to ensure the planned preventive maintenance performed by those within the Operations Centre organizational structure is correct, accurate and up-to-date.
Oversees and provides training of Operations Centre staff relating to Building Management Systems (BMS) software that runs mechanical systems within buildings. Plan On (back-office and PFMS – Plan On mobile app), preventive maintenance inspection training, familiarity with new buildings and systems as they are brought online and operated.
Develops and maintains cooperative and productive working relationships with team members and leads by example, fostering a cooperative and respectful work environment for their crew.
Manages Human Resources issues, in collaboration with HR, in the areas of recruitment, performance evaluation, training, coaching, attendance management, discipline, labour relations and terminations.
Supports the People and Process Manager, Mechanical Operations involvement in the budgeting process by identifying and validating program expenditures including variances and areas for improvement.
Responsible for budgetary decisions on contractor costs, equipment acquisition and supplies as required.
Preventive maintenance optimization of regulatory and non-regulatory assets.
Preventive maintenance development of gas-fired equipment.
Administration of the Water Management Program.
Reviews all the completed preventive maintenance inspections, and provides key performance indicator (KPI) reports for the Operations Centre. Follows up on service KPIs such as outstanding work orders on mechanical heating/cooling related issues that negatively impact the ability to perform critical research or teaching activities.
Assist in the development and administration of the seasonal standard operating procedures (SOPs) relating to start-up and shut-down of critical mechanical equipment/systems throughout the campus.
Upkeep of information systems such as Microsoft Teams folders within the Operations Centre in relation to zone-lists, issues log, callout list, air handling unit (AHU) system checks, building assignments, other areas as required.
Day-in, day-out approvals and administrative work within Workday concerning Operations Centre staff.
Administration of the Operating Engineer shift schedule.
Review alarm points in the Building Management System (BMS) and liaise with Energy & Water Services for optimization.
Assist in the administration of the Alternative Safety Approaches (ASA) plants on campus. Work closely with the ASA Plant Chief Engineer(s) to ensure that the plants are operating efficiently and that all regulatory requirements outlined in the ASA management plans are being followed and adhered to.
Acts as the main communication point to Facilities Managers of emergency building failures impacting mechanical and electrical systems.
Assists the Senior Manager, Mechanical in the identification of mechanical assets as potential candidates for asset replacement/renewal to ensure the reliability of mechanical assets to support the teaching and research mission of the University.
Participates on University and related committees as required such as JOHSC and Fumehood Rooftop Committee.
May be required to perform other duties as related to the qualifications and requirements of the classification.
Consequence of Error/Judgement
Close attention is required to prevent service failures, which could temporarily result in curtailment of all building mechanical systems on campus. As the primary communication point on building failures which provide services to University buildings required for critical research, teaching and support activities this position is critical to provide up to date status reports to allow Faculties to react to outages. The manager must be able to make quick and accurate assessment of the situation in conformity with extensive regulations. Errors in judgement could lead to serious personal injury or loss of life to staff, students and faculty, cause significant financial, legal and reputational damage or impact to the local environment.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of five years of related experience or the equivalent combination of education and experience.
