Major Responsibilities

• Responds to community-wide trauma because of violent incident(s), provides culturally competent supports, facilitates access to needed trauma supports, and assists in trauma recovery
• Works with communities and service providers to develop and support innovative and culturally competent community crisis prevention and response services and strategies and connects them to broader community development efforts
• Initiates and manages inter-sectoral program partnerships, networks and integrated service planning related to community crisis response
• Assesses community crisis/trauma situations directly with community, gathers and disseminates information regarding community impacts, and initiates and activates relevant City and community responses, including supporting trauma recovery and long-term community development
• Supports systems coordination efforts by working with City service areas, including Toronto Public Health, Toronto Police Service, Toronto Community Housing Corporation, community-based organizations and resident leaders to coordinate the provision of community crisis response supports and promote integrated service delivery
• Develops and implements, with key stakeholders, appropriate strategies to address community needs and improve access by implementing projects, partnerships and coalitions that promote inter-sectoral linkages
• Identifies and provides advice, mentoring, consultation support, information and referrals to potential community leaders and to service providers and community organizations
• Designs, develops and presents culturally and age-appropriate training tools, community outreach materials and education sessions and program for diverse audiences
• Mobilizes and trains communities to advocate on their own behalf regarding community safety issues
• Integrates youth engagement, high risk intervention and youth violence prevention approaches to community crisis prevention, intervention and preparation work
• Integrates diverse family supports and culturally specific approaches to community crisis prevention, intervention and preparation work
• Facilitates the development of organizations and community groups to respond to and provide community safety development and crisis response, intervention, prevention and preparation supports, for example, crisis management protocols, prevention-based initiative development, strategic planning, policy development, and human resource development
• Supports the development of funding proposals with and for community groups, agencies and network and assists those groups in negotiating monetary and non-monetary resources with all levels of government and key funding institutions
• Develops, recommends and administers program and project budgets, ensuring that expenditures are controlled and maintained within approved budget limitations
• Acts as a resource around Crisis Response, Prevention and Preparation for City staff, politicians and other external stakeholders in identifying and acting on current and anticipated community needs and issues and providing regular updates through briefings, e-bulletins, reports, program documentation, and other appropriate means
• Contributes – through management, consultation, co-ordination and policy development – to the implementation of Council’s Strategic Plan and Social Development Strategy in order to achieve outcomes that promote a high quality of life, a sustainable community and the achievement of operational excellence (effectiveness and efficiency) at corporate, divisional, and divisional levels and in the community.
• Works with and assists other divisional and City staff, and institutional and community partners to enhance their community development skills to foster community capacity for crisis response by providing consultation, education and facilitation on community development, community crisis response, access and equity and advocacy
• Coordinates and/or provides management advice, project management and policy development support to Community Development Unit/Community Crisis Response Program-initiated, corporately determined and community-based initiatives
• Investigates and ensures timely, accurate and effective responses and service to internal and external stakeholders, including residents, community agencies, Community Resources staff, and City divisions
• Communicates and interprets relevant policies, programs and initiatives to the community
• Updates related databases and ensures that records pertaining to community crisis prevention and response activities are accurate

Key Qualifications:

• Post-Secondary education in Sociology, Social Work, Community Health Promotion, Public Health related field or approved equivalent combination of education and/or experience.
• Extensive experience in community development, community advocacy, infrastructure, and capacity building and in fostering coalitions and inter-sectoral linkages with individuals and/or organizations to address social inequities, violence and trauma in vulnerable communities.
• Extensive experience in one or more of these areas: community development, community advocacy/engagement, stakeholder management, program development, youth violence intervention /prevention in response to changing needs of community.
• Considerable experience designing, developing, and delivering a variety of trauma informed and culturally appropriate training tools and outreach material to support community capacity building and in mobilizing at-risk youth.
• Considerable experience in trauma practices and approaches to mobilizing community crisis response interventions for communities that have been impacted by violent traumatic incidents such as: shootings, stabbings, assaults and gang and gun activity.
• Experience in the writing of proposals, briefing notes, project charters, managing budgets and partnership agreements.
• Ability to utilize response approaches such as psychological first aid and trauma informed approaches.
• Ability establishing effective working relationships with a variety of community and sector organizations, all City service areas, residents, representatives from various levels of government, elected officials and other related stakeholders.
• Knowledge of current models of crisis intervention/management, ensuring community appropriate responses and support.
• Ability to work within an anti-oppression framework, including familiarity with the sociology of large and complex urban areas with an ethno racially, linguistically and economically diverse population.
• Knowledge of youth engagement and youth violence prevention principles and strategies and an understanding of the issues, services and programs that exist for young people who are most vulnerable to crime and victimization in Toronto communities.
• Strong conflict resolution, interpersonal and problem-solving skills and the ability to develop consensus and recommend effective, strategic solutions at the community level.
• Ability to effectively communicate, both verbally and in writing, at a management level to a variety of audiences.
• General knowledge of government legislation in the areas of employment, occupational health and safety, labour and human rights.
• Excellent knowledge of the human service system in the City.
• Well-developed management, administrative and customer service skills.
• Sound managerial judgment in public/human relations and partnership development.
• Ability to travel to various locations in a timely and efficient manner.
• Ability to work flexible hours which may include; overtime, shift work, and occasional evenings and weekends.
