The City of Toronto’s Fleet Services Division (FSD) provides a full range of Fleet Management Services for City Divisions and Agencies including the acquisition, maintenance and disposal of assets: along with City’s industry leading Sustainability Fleet Plan and energy management infrastructure.

The City has over 13,000 vehicles and equipment. Asset Management program includes the acquisition, specification identification, design review, site acceptance of new vehicles and equipment, along with disposal of assets based on lifecycle analysis. Fleet Services directly maintains and repairs over 5,100 assets. We have 11,000 operators with over 1,000 vehicles and equipment types, ranges from Class 1 to Class 8 e.g., Sedans, Pickup trucks, Construction equipment, specialized ambulances and hydro excavators, sweepers and waste collection trucks.

Major Responsibilities

• Develop, review and implements detailed plans and recommends policies regarding Vehicle design, build, procurement, reliability and disposal program specific requirements.
• Manage assigned asset acquisition projects, ensuring effective teamwork and communication, high standards of work quality and organization performance, continuous learning and maintenance of all related data.
• Conducts research into assigned area ensuring that such research/analysis takes into account developments within the field, industry standards, environmental sustainability, corporate policies and practices, legislation and initiatives by the other levels of government.
• Ensures that the asset acquisition project expenditure is controlled and maintained within approved budget limitations. Assists in preparation of capital and operating budget. Projects scope and financial impact of projects/proposals.
• Provides technical advice, review and expertise and utilize standard engineering principles and practices to assist in the operation, development and maintenance of the City’s asset management plan.
• Prepares engineering analysis and advice to Divisions, recommending new systems, modifications, safety and risk management plans and innovative technologies with the objective to improve performance of the vehicle to meet operational requirements.
• Responsible for carrying out varied engineering assignments within a broad field of fleet asset management engineering.
• Facilitates the RFx process evaluates bids and arranges for purchases, monitors outcome regarding same.
• Plans, investigates, analyzes, and prepare reports, utilizing statistics and performance-based evidence to make recommendations concerning vehicle design engineering problems of moderate complexity and/or assists in resolution of more complex problems. Ensures problem solving by use of combination of standard procedures, modification of standard procedures or methods developed in previous assignments. Initiates and leads technical studies and projects.
• Formulates design concepts for the engineering of various custom build vehicles build in stages and establishes scope and parameters of design projects.
• Undertakes the implementation of design concepts to meet functional requirements, monitors build process and “First Off” approval.
• Prepares and inspects drawings, engineering studies, specifications, plans and cost estimates as they pertain to construction or modification of the City’s Fleet assets and operations.
• Maintains and up-to-date knowledge of technological developments, industry best practices and environmentally sustainable options in the field of automotive engineering.
• Represents City on committees, attends meeting and provide input.
• Liaise with public, Original Equipment Manufactures and Vehicle up-fitters, consultants, stakeholders, councillors, other divisions and government agencies and projects, programs and developments.
• Assists in preparation and or provision of expert witness testimonies.

Key Qualifications

• Must be a qualified engineer as defined by the Professional Engineers of Ontario.
• Post-secondary education in mechanical and/or automotive engineering or comparable.
• Considerable vehicle procurement project management experience, including vehicle design/build process and Canadian Motor Vehicle Safety Standards compliance.
• Considerable asset management experience in researching and preparing vehicle specifications for RFx and in conducting tests and inspections of complete assets.
• Considerable of experience utilizing a variety of computer systems such as AssetWorks, Fleet Focus and Capital Asset Management software, Computer Aided Design software, SAP, Microsoft Office Suite.
• Considerable financial experience in managing budgets, procurement principles, pricing analysis, contract negotiation and management.
• Considerable experience reading, interpreting vehicle design drawings, specifications, correspondence and reports in a timely manner.
• Considerable experience applying engineering principles and calculations as related to vehicle design and specifications as well as associated processes and systems.
• Experience using design for reliability and terotechnology to eliminate repetitive problems through root cause and failure mode analysis, corrective and preventive actions.
• Strong interpersonal skills with ability to establish effective working relationships with all stakeholders, employees, client departments, outside agencies or other level of government.
• Ability to manage multiple assignments and conflicting priorities.
• Ability to communicate effectively both verbally and in writing, at all levels within / outside organization.
• Knowledge of government legislation in the areas of Highway Traffic Act, Motor Vehicle Safety Act, Occupational Health and Safety Act, Accessibility for Ontarians with Disability Act (AODA).
• Must posses a valid Province of Ontario Class G driver’s license, with either regular access to a vehicle or the ability to obtain a City Equipment Operator’s permit.
