Job Title: Manager, Facilities Capital Projects

Status: Permanent Full-Time – EXEMPT

JOB SUMMARY

Under the general direction of the Director, Transformational Projects, this position is responsible for leading the planning of TPL’s future branches and managing the architectural and engineering design and construction of major facilities capital projects.

DUTIES

Branch planning

• Working closely with Branch Operations & Customer Experience (BOCE) Director and Managers, leads the planning of TPL’s future branches and branch projects.
• Builds and maintains effective relationships with key internal and external stakeholders: TPL Directors and Managers, CreateTO, city departments and agencies, and private external partners.
• Advances TPL’s Facilities Master Plan.
• Represents the Library with community and professional organizations.
• Defines, articulates and champions the Library’s role in a diverse and changing urban environment.
• Participates in the development of capital and operating plans and budgets.
• Prepares grant submissions related to capital projects and facilities.
• Provides timely and accurate issue management, including communication with staff, residents and city departments and partners.
• Contributes to the development of the Library’s strategic direction and mission at the departmental and corporate level and councilors.

Design and Construction Management

• Leads and manages the design and construction of several concurrent facilities capital projects with ranges of scope and scale, such as: new buildings, renovations/expansions of existing buildings and leased spaces, additions, state-of-good-repair projects, AODA upgrades.
• Ensures library requirements on projects are met by working with base building owners, building managers, developers, city departments, joint use facilities partners etc.
• Supports the implementation of new library initiatives that require changes to physical spaces.
• Provides expertise to SOGR projects such as building system upgrades, energy upgrades, small renovations and refurbishments.
• Prepares documents and partner with Procurement to establish Vendors of Record, schedule, evaluate, and award contracts.
• Oversees the selection of equipment, materials, hardware and fixtures to ensure that they meet TPL’s requirements.
• Develops all standard details, designs and technical briefing documents for use by our consultants.
• Oversees and manages project budgets ensuring projects are delivered on time and on budget.

People Leadership

• Hires new staff, transfers, promotes, approves wage increases and conducts performance evaluations.
• Disciplines, terminates, participates in grievance procedures and administers collective agreements as required.
• Ensures training and development of staff to optimize quality of work and service delivery.
• Ensures appropriate staffing levels are maintained (approving/rejecting vacation requests).
• Communicates frequently with staff on a wide variety of topics, develops staff, coaches for quality service, and manages performance.
• Recruits and manages contract resources as required.

Partner & Stakeholder Relationship Management

• Participates in various internal and external committees, workgroups, and project teams to ensure ongoing input and review of business direction, ensuring alignment of applications portfolio with TPL’s current and future needs.
• Drives customer/partner satisfaction through relationships that are enduring and trusting, to solicit and act on customer/partner feedback, ensuring the delivery of high quality work
• Cultivates and enhances highly collaborative working relationships & teams through cross portfolio engagement with stakeholders (internal customers, external partners/regulators/vendors and customers, and Management) to enable portfolio and integrated planning.
• Provides leadership support to resolve critical issues and escalations through direct engagement with stakeholders.

QUALIFICATIONS

• Degree or Professional designation in architecture or engineering.
• Minimum 10 years’ experience leading large, facilities capital projects.
• Minimum 10 years’ work experience with major facilities capital projects from ideation to completion.
• Minimum 5 years’ experience in a management role on projects >$2M.
• Minimum 5 years’ experience managing external design and construction vendors and partners.
• Demonstrated ability to solve complex problems and develop innovative solutions.
• Experience working with business stakeholders and vendors in establishing and maintaining standards and schedules.
• Proven ability to think conceptually, understand the big picture and convey clearly to others, including senior technology and business leaders.
• Proven ability to manage and develop staff.
• Strong influencing, coaching and mentoring skills; demonstrated success in building credibility with peers and key stakeholders to drive action and change.
• Excellent oral and written communication skills.
• Strong interpersonal skills, with experience developing and fostering teamwork and facilitating team dynamics.
• Ability to establish and maintain effective working relationships at all levels.
• Proven ability in change leadership.
