General Accountability
Implements and manages assigned project(s), from inception to completion, in accordance with scope, budget, schedule, and quality assurance requirements. Plans, designs, procures and oversees resources and delivery. Acts as the TTC’s representative.
Types of projects/programs will include; manage a multi-year, multi-million-dollar capital equipment program, facility related capital construction projects, and develop and manage asset management programs for the state of good repair of facilities and industrial equipment.
Key Job Functions
Manage capital programs of various size, scope and complexity in accordance to industry best practices for project, program and portfolio management principles.
Liaise with stakeholders to develop project/program scope, identify cost requirements, constraints, critical paths and risks.
Develop and present business cases to justify the project/program.
Prepare and present project scope, justification and budget to relevant stakeholder(s), senior management and to the Board to obtain project approvals.
Direct the activities of staff and their performance and co-ordinate with in-house construction staff from other sections and departments and external contractors.
Co-ordinate the project identification, development, scheduling and justification with the appropriate department responsible for the operation of the facility/equipment and/or system client.
Ensure that development and/or projects comply with the TTC’s Developers Guide and operating, legal, and construction standards, and does not adversely affect the TTC’s structures, stations, other facilities, operations or services.
Prepare daily or regular reports as required ensuring timely reporting of performance results and/or sensitive issues to the Supervisor or other management as appropriate.
Direct the selection of in-house staff/consultants and their performance in the provision of preliminary design, detailed design and construction review, management, and/or supply of contract administration management services.
Initiate project reviews with stakeholders on a regular basis and implement necessary scope, budget and schedule changes; review and comment on various legal agreements that the TTC enters into with third parties.
Review all project schedules to identify conflicts for resources between projects and mitigate and adjust schedules/milestones based on project priorities.
Prepare and present project updates to senior management, Commission, City and other officials.
Implement / assess Value Engineering reviews, and implement appropriate cost saving measures.

Education and Experience
Completion of a university degree in a related discipline (i.e Engineering) or a combination of education, training and experience deemed to be equivalent.
PMP (Project Management Professional) designation is an asset.
Registration as a Professional Engineer in the Province of Ontario (PEO) is mandatory.

Understands human resource administration, including relevant acts, regulations, policies and best practices.
Excellent communication skills; has the ability to express ideas, requests, explain opinions or actions, make presentations, share ideas, summarize events and formulate plans by means of clear, effective, interactive and constructive exchanges.
Proficient in the use of office technology, software and applications relevant to the work.
Must have a Province of Ontario Class “G” Driver’s License.
This position is designated Safety Sensitive under the TTC’s Fitness for Duty Policy. If you do not hold a designated position, you will be required to pass a drug test as part of the certification process.
