Toronto Transit Commission Looking for Senior Construction Inspector at Toronto, ON Full Time

General Accountability

Key Job Functions

• Being knowledgeable of the OHSA and regulations for construction projects, as well as the TTC’s safety policies and procedures as they apply to the Contract.
• Noting safety infractions that present a direct hazard to the contractor, TTC personnel, or the public, taking immediate action and bringing the infraction to the attention of the Senior Program Manager or delegate.
• Reviewing Safety Inspection Reports and ensuring the contractor takes corrective action for all unsafe situations identified.
• Monitoring that TTC staff and the contractor are following the approved environmental management plan for the Project; ensuring that the contractors are following the established constructor separation plans.
• Understanding and interpreting the requirements and details of the Contract drawings and specifications.
• Understanding the contractor’s obligations and the TTC’s Representative’s responsibilities under the Contract.
• Interpreting Contract documents in response to contractor’s technical questions and obtaining information from technical staff, as required.
• Reviewing contractor requests for payment and confirming accuracy of amounts claimed against work completed.
• Assisting the Senior Program Manager or delegate in organizing site supervision, shift rotation and support staff to provide work inspection coverage.
• Maintaining written, photographic and/or video record of overall site information and construction progress, Contract deficiency items and other appropriate items.
• Documenting and advising the Senior Program Manager or delegate of any deviations to the Contract schedule and/or any potential delays which may affect Contract milestones.
• Preparing forms/reports including Work Order Requests, Non-revenue Vehicle Requests, Power Cut Requests, Property Damage Reports, Survey Reports, Concrete placement reports, Safety/incident reports and other reports, as required.
• Reviewing Contract Submittals for completeness, being cognizant of content, and ensuring installed work is in accordance with the reviewed submissions (Shop Drawings, catalogue cuts, Requests for Acceptance of Products, Operations and Maintenance Manuals, Training and Commissioning Plans, etc.).
• Observing, acting and reporting on any site contractual and non-contractual infractions of safety, security, operational interference or TTC customer inconvenience.
• Reporting on Contract deficient work (Contract Deficiency Report) and following up on corrective actions including inspection of same.
• Monitoring the work site to ensure the reviewed Contractor’s Quality Plan is adhered to.
• Attending regular construction progress meetings.
• Communicating with all parties during the construction phase to ensure proper co-ordination of work efforts.
• Responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (if applicable and within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.

Skills

Education and Experience

• Completion of a 3-year community college program in a relevant engineering technology or architectural technology discipline or through the possession of a certificate of qualification in a skilled construction trade, or a combination of education and experience deemed equivalent, combined with demonstrated experience in the inspection of medium to heavy construction projects in an urban environment. Specialist expertise in one discipline with general knowledge of all disciplines is preferred.

Additional Requirements

• Comprehensive knowledge of current construction principles and construction management practices including knowledge of current contract administration, inspections for quality, and claims management techniques.
• Strong knowledge of construction products/materials to ensure quality and correct usage in construction projects.
• Demonstrated experience with construction contract development and enforcement, construction safety and quality control processes, and construction documentation.
• Sound knowledge of construction legislation and regulations, standards and codes, including the Construction Act, Ontario Building Code, plus the Occupational Health and Safety Act and Regulations, environmental legislation, and other pertinent rules and regulations.
• Sound judgement; highly developed management, organizational, interpersonal, presentation/training, oral and written (report writing) communication skills; good observational, analytical, problem solving and decision-making skills.
• Demonstrated ability to lead, manage and work with multi-disciplined teams, deal with complex issues and maintain effective working relationships, Knowledge of local trades.
• Ability to recognize problems, prepare and interpret complex reports, and define and evaluate solutions.
• Good PC skills in Microsoft Office software.
• A valid Province of Ontario Class “G” Driver’s license and use of own vehicle to travel to construction work sites is considered as an asset.
• Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
• Must have or rapidly acquire a thorough knowledge of the REP Group and TTC organizational structure, operations, functions, policies and procedures applicable to the work performed.
• Must have or develop a sound knowledge of TTC Union Collective Agreement provisions, and other agreements as applicable to the construction industry.
• Must have or be able to obtain and maintain the Rule Book certifications and must successfully complete all mandatory Corporate and Departmental training, including but not limited to: Safety Orientation for Bus Garages, Streetcar Carhouses, and Shops – Contractors Subway/SRT Rule Book and Surface Rule Book.
