Minimum Qualifications

Post-secondary diploma or degree in Civil Engineering Technology or related discipline

Member of the Ontario Association of certified Engineering Technicians and Technologists; or registered as an Engineer in Training (EIT) or Professional Engineer (P.Eng.) with the Professional Engineers of Ontario considered an asset

Minimum 2 years as a civil technologist/technician or related discipline with experience in the design and construction of municipal infrastructure

Experience with computer assisted design (CAD) systems for design of municipal infrastructure

Experience using geographic information systems (GIS), work management and computerized maintenance management systems (CMMS), asset management software, and documents management systems

Position Summary

Responsible for providing engineering and technical support with respect to the design, construction, operation, maintenance and rehabilitation of various types of infrastructure within the Department. This includes assets associated with roads infrastructure, water distribution, wastewater collection, storm water collection and storm water management.

Responsibilities

• Responsible for minor capital works projects including budget preparation, obtaining regulatory approvals, Tendering, procurement, contract administration construction supervision/quality control, and progress payments. Directs, oversees and coordinates consultants and contractors and communicates with stakeholders
• Support the Manager, Senior Project Manager and Project Manager in the delivery of large capital works projects from project initiation to close out
• Prepare and review contract specifications and documents. Prepare comments with respect to contract changes, extra cost claims, progress payments and/or security requests
• Prepare and update project management spreadsheets and other systems for tracking and reporting total project costs and schedules for capital projects. Prepare and monitors capital project schedules
• Prepare Change Order documentation for review and approval and liaises with Procurement and Financial Services ensure efficient processing
• Review and compile Contract Administration reports and Construction Inspection Daily reports for completeness and accuracy
• Prepare communication material for construction notices, Public Information Centres and the Town’s website
• Performs field activities as required including the delivery of construction notices, recording field measurements, taking photos and working with consultants, contractors and stakeholders to address concerns and provide resolution
• Prepare conceptual engineering and design reports, studies, and drawings
• Prepares Council reports as required
• Evaluate, collect and provide data for use in the Town’s infrastructure management systems, including inventories for roads, water, wastewater and storm water infrastructure
• Maintain the document and records filing system and assists in data management
• Assist in the preparation of annual capital and operating budget submissions for the Department by preparing cost estimates and preliminary design concepts
• Provide technical comments on Planning and development engineering related applications and submissions
• Review and compile as-constructed drawings and records for Capital Projects and Development Engineering projects
• Responsible for preparing contract documents and specifications for operations and maintenance contracts within the Operating Divisions of the Department including budget preparation, obtaining regulatory approvals, Tendering, procurement, contract administration, supervision/quality control, and progress payments. Directs, oversees and coordinates consultants and contractors and communicates with stakeholders
• Provides front-line customer service with respect to Departmental programs and initiatives, including meeting with residents and property owners to resolve complaints
• Participate in the Town’s Health & Safety Program; complies with the Occupational Health and Safety Act, other applicable legislation and best practices
• Maintain knowledge of and adheres to all Town of Georgina Policies and Procedures
• Participates in ongoing training and development and ensures all mandatory requirements are met and maintained

• Working knowledge in procurement software systems, financial reporting systems, and construction management and inspection software systems

Knowledge

• Demonstrated understanding of municipal standards, procedures and/or manuals including, Ontario Provincial Standards and Specifications (OPS;, Highway Traffic Act, and Book 7 (Temporary Traffic Control); Occupational Health and Safety Act, Construction Act

Competencies

• Excellent interpersonal, project/time management, analytical, communication, presentation, organizational, administrative, public/media relations and problem-solving skills. Ability to deal independently, courteously and professionally in any situation

Physical Demands and Working Conditions

• Normal office environment with regular travel to working construction sites. Exposure to inclement weather conditions, dust, and other construction site conditions.
• May be required to work evenings or weekends
• Class G driver’s license in good standing with access to a reliable vehicle for Town use
