Tri-global Solutions Group Inc. is seeking two (2) IT Business Analysts to join our talent Service Delivery team at Government of BC to support two separate projects:
Position / Project #1) DriveBC Project within Ministry of Transportation and Infrastructure.
Position / Project #2) Integrated Project Services (IPS) Project within Ministry of Transportation and Infrastructure.
The successful contractor(s) have an anticipated June 1, 2023 start date for a 12-month contract (ending May 31, 2024) with possibility of extension.
NOTES ON LOCATION: The successful Contractor is required to work at their own office location based within Canada, be available during the Province’s normal business hours (defined as Monday to Friday from 8 a.m. to 4:30 p.m. Pacific Time, exclusive of BC statutory holidays) and have access to standard office automation tools compatible with at least the 2016 versions of MS Outlook e-mail, MS Word, MS Excel, MS Skype, MS Project and MS PowerPoint.

PROJECT OVERVIEW – R23-2747 (DriveBC)
To develop a new, resilient, more functional and highly available DriveBC website.
The successful Contractor will be assigned to the DriveBC project described below, and possibly to other projects if requested by IMB, on an as needed basis:
DriveBC is the traveler information system for BC and the public facing website, DriveBC.ca, is one of the most visited websites within Government. Citizens, commercial travelers, and tourists rely on the information to safely plan their trips along the BC Highway network. DriveBC aggregates over a dozen different data sources some of which are owned and managed by the Ministry and others that are external.
This project is to develop a new, resilient, more functional, and highly available DriveBC website to replace the current one.
PROJECT OVERVIEW – R23-2748 (Integrated Project Services)
Enables the transformation of the Ministry’s business processes and supporting IM/IT technology to provide a fully integrated solution delivering project and program management capabilities.
The successful Contractor will be assigned to the IPS project described below, and possibly to other projects if requested by IMB, on an as needed basis:
-Project Description-
The Integrated Project Services (IPS) Project enables the transformation of the Ministry’s business processes and supporting IM/IT technology to provide a fully integrated solution delivering project and program management capabilities; The overall scope consists of the replacement of three legacy applications and various manually-maintained data sources (e.g., spreadsheets and Access databases) with a new commercial product solution, geo-spatially enabled, within a Software as a Service (SaaS) delivery model. The new solution will integrate with select BC Government systems and allow the Ministry to view and share investment program and project information in a consistent, accurate, and timely manner within the Ministry and BC Government, and with partners, agencies and the public.
-Project Status-
In December 2022, the IPS project procured a Commercial Out of the Box (COTS) SaaS solution, including vendor implementation and support services. The Implementation phase kicked off January 2023, starting with planning and discovery activities, then leading into sprint-based user design and configuration workstreams.

DESCRIPTION OF SERVICES
The Contractor will provide the Services and deliverables similar in content and nature to the following list of examples. This list is not intended to be limiting or all-inclusive, but rather provides a good representation of the Services and deliverables the Ministry will require during the Term of the Contract. The Ministry will provide the Consultant with specific requirements, quality standards and timelines for the Services and deliverables on a case-by-case basis.
Examples include:
a) Assist with development of current solution architecture;
b) Assist with development of solution abstracts;
c) Assist with development of business process architecture;
d) Assist with development of conceptual data models;
e) Develop and/or update business process diagrams;
f) Assist with development of environmental scans and gap analyses;
g) Assist with development of Privacy Impact Assessments (PIA);
h) Participate in preliminary technical analysis.
i) Develop detailed business requirements and process diagrams;
j) Develop Responsibility Assignment (RACI) models;
k) Conduct stakeholder analysis;
l) Conduct or participate in workshops and requirements gathering sessions;
m) Analyse and document requirements for user interface gap analysis and design;
n) Liaise with the working group to determine requirements and document as required according to the Software Development Life Cycle or Agile deliverables or other methodology as required;
o) Liaise with a COTS Contractor on changes to a COTS solution;
p) Assist with the Ministry and the Office of the Chief Information Office (OCIO) standard privacy and security process and policies and ensure privacy and security deliverables include business specific details;
q) Assist with facilitating working group sessions, product/project team meetings, discussions, tracking, preparing briefing notes and documentation;
r) Assist with development of Security and Threat Risk Assessments (STRA);
s) Assist with development of Deployment Plan documentation;
t) Assist with development and documentation of internal processes.
u) Assist with regulatory reviews and audits.
v) Leads Integration with other ministries and common components.
w) Conduct or participate in workshops and requirements gathering sessions;
x) Participate in Data Migration Plan development and execution;
y) Assist with transition plans;
z) Develop test strategies;
aa) Develop test plans;
bb) Develop test cases and lead execution;
cc) Develop user acceptance testing, toolkit and oversight;
dd) Develop training toolkit;
ee) Develop end user training;
ff) Participate in Terms of Acceptance documentation;
gg) Conduct and document interviews;
hh) Assist with project planning; and
ii) Participate in Project Close Out activities such as documenting Lessons Learned.
MANDATORY REQUIREMENTS
Contractor should have experience on one or more IM/IT projects within the past eight (8) years that clearly demonstrate experience in all of the below listed skill sets. It is not required that each project demonstrate all of the skills required, but that across the projects provided in the submission, the experience below is met. Multiple projects may be used to demonstrate the expected experience.
– Minimum Three (3) years’ experience identifying, defining, modelling and documenting business needs, that included:
i. modeling and documenting technical solutions,
ii. developing and presenting business cases including feasibility studies, risk assessments and cost benefit analysis of solution alternatives,
iii. defining and documenting product for development and ongoing support, and
iv. developing presentations, reports and submissions required by clients to secure approval and funding from Executive or Final Decision Makers, and develop work plans;
– Minimum Three (3) years’ experience Interacting professionally and productively with a wide variety of people in diverse roles (e.g., executives, contractors, vendors, technical experts, development team, naïve users) to develop and implement:
i. automated business processes,
ii. service agreements with service consumers and suppliers,
iii. appropriate service management processes,
iv. training/educational materials, and
v. application maintenance support;
– Minimum Three (3) years’ experience managing the quality of the delivered business solution to ensure it meets the client’s quality expectations by:
i. ensuring structure, design and development of the deliverables is in compliance with applicable standards,
ii. ensuring performance of technical reviews and audits and obtain required approvals before implementation; and
– Minimum Two (2) years’ experience managing effective written and oral communications with project stakeholders at all levels and from diverse business units.
– Ability to lead multi-discipline teams in business transformation initiatives to align business systems with new business processes, using application portfolio management techniques, that includes providing and following a plan to transfer the business from the “as is” structure to the ”to be“ structure;
– Knowledge of business process re-engineering;
– Knowledge of Agile processes, software (e.g. JIRA, Confluence, etc.), and collaborative tools such as Mural or Miro;
– SQL skills (e.g. Microsoft SQL Server Management Studio, Oracle SQL Developer, Azure Data Studio);
– Knowledge of organizational change management to move from the “as-is” to the “to-be” state;
– Considerable tact, professionalism and diplomacy as the Consultant will have interaction with stakeholders, vendors, professionals and various levels of employees in a government setting;
– Ability to work with a team co-operatively within diverse work groups, including the ability to relate in a respectful manner to other team members with diverse views;
– Problem solves effectively by giving shape and direction to issues, ideas, information and delivering high quality work in a timely manner, including:
i. using analysis and evaluation skills on high profile and/or complex matters,
ii. viewing client issues from various points of view and driving factors,
iii. assessing, weighing and managing risk;
– Comprehends a situation analytically by breaking it down into its components and identifying key or underlying complex issues, which implies the ability to systematically organize and compare the various aspects of a problem or situation and determine cause-and-effect relationships (“if…then…”) to resolve problems in a sound, decisive manner and includes checking to ensure the validity or accuracy of all information; and
– Promotes innovation to improve project success and performance by doing or promoting new ways of doing things.
DESIRABLE REQUIREMENTS
While not mandatory, experience within the past ten (10) years with the following is preferred and will result in additional points being awarded.
a) working with the public sector;
b) working to analyse requirements for or to install GIS/spatial/map based solutions;
c) experience supporting publicly accessible websites or portals that gather data from numerous sources in varying formats to provide real-time, continuously changing accurate information; and
d) Working in a DevOps environment.
EDUCATION AND PROFESSIONAL DESIGNATIONS
Preference will be given to Contractors that have:
a) formal education (i.e. diploma or degree) in a related business or computer science field; and/or
b) International Institute of Business Analysis (IIBA)- Certified Business Analysis Professional (CBAP).

In order to ensure a conflict of interest is not directly or indirectly supported, the Contractor will automatically be disqualified from bidding or participating on future IMB contracts for any downstream projects relating to or resulting from the Contract.
