Tri-global Solutions Group Inc. is seeking one (1) Intermediate Technical Analyst to join our talent Service Delivery team at Government of Alberta (GoA) to support the Alberta Post Secondary Application System (APAS).
The successful contractor(s) have an anticipated March 8, 2023 start date for an initial 16-month contract (ending June 30, 2024) with 12-month extension available (total contract term up to 28-months).
NOTES ON LOCATION: Resource will work remote/hyrbid. Work MUST be done from within Alberta, due to network and data security policies. Standard Hours of work are 08:15 – 16:30 Alberta time.

PROJECT OVERVIEW
Technology Support and Operations provides application management services to the Alberta Post-Secondary Application System (APAS) society via an Application Management Services agreement. APAS owns the ApplyAlberta application and oversees the maintenance and development for ApplyAlberta, including the software used to integrate with post-secondary institutions’ systems. Application development is a service provided to APAS within this agreement.
APAS has requested Technology Support and Operations to procure a Technical Business Analyst to provide application development and maintenance services for ApplyAlberta in support of projects related to:
– GoA initiatives that require changes to ApplyAlberta and/or PSI systems, such as migration to cloud-based infrastructure, increasing connections between Alberta’s Learner Pathways System (LPS) data and other pathways-related databases to Learner Pathways Modernization Initiative (LPMI), and etc.
– APAS strategic roadmap projects, such as: system updates to enhance the user experience and system efficiencies; development of standards for electronic transcript exchanges across provincial borders and establishing trusted data transfer partnerships Canada-wide, and increasing efficiencies in admissions processes to support Expansion of Transcript Exchange Partnership, and etc.
ADDITIONAL DELIVERY DETAILS
Support development of project deliverables including, requirements gathering and process documentation to meet project milestones. Support Project Management status and financial reports and schedules as required.
Support business needs by ensuring that project delivery is in alignment with business / technical requirements and application development. Analyze organization or business domain and document the business, processes, systems, assessing the business model or its integration with technology. Leading workshops where required prior to and during development and user acceptance testing – including miscellaneous post activity reporting.
The focus of the business analysis activities are to track and monitor the progress of the project, decisions made for business requirements/User Stories, map User Acceptance Testing results to business requirements and user stories along with end-to-end business processes at a highly detailed level. This resource will be working with User Acceptance Testing leads and coordinators for the planning and testing activities of the project.
The deliverables/artefacts produced are not limited to those supporting the list of activities above.

Responsible for taking business requirements and translating them into technical requirements and solutions.
MANDATORY SKILLS
– The proposed resource must meet or exceed one of the following: (8+ years)

– Experience as a business analyst translating business requirements into detailed technical requirements in an enterprise environment (5+ years)
– Experience with written and verbal communications including specific experience in drafting strategic business and technical documentation (5+ years)
– Experience in facilitating and managing business process development and process re-engineering workshops and sessions (5+ years)
– Experience in gathering requirements from a diverse group of stakeholders (5+ years)
– Experience in developing integrated system and technical design specifications on complex engagements (3+ years)
– Proposed resource MUST work from within Alberta, due to hybrid work environment, as well as network and data security policies. A hybrid work environment is where time is split between remote work and onsite work. Standard Hours of work are 08:15 – 16:30 Alberta time.
DESIRABLE / NICE TO HAVE SKILLS
– Experience in the development of project documents for a wide variety of initiatives and projects (strategic, business improvement, information technology, etc.) (5+ years)
– Experience in facilitating meetings and communicating with senior management and project stakeholders (5+ years)
– Experience in the design, development and implementation of complex IT solutions (5+ years)
– Experience with development and implementation of content management, document management, records management, information management processes in applications (5+ years)
– Experience working in or for the public sector (2+ years)
– Experience with IT service management, IT service management applications, IT application development and maintenance projects (4+ years)
– Experience working within an agile development environment (4+ years)
– Experience with User Acceptance Testing processes on large, complex, multi-stakeholder environment (4+ years)
