Duties
Basic function: This position serves as the lead recruiter and position classification advisor for all U.S. Mission posts in Canada, including the Embassy Ottawa and seven constituent Consulates. As the lead recruiter develops, plans, implements, and advises on effective, diverse, and inclusive recruiting strategies to widely source and attract the best talent for the Locally Employed (LE) Staff positions in the Mission. As the sole Position Classification Advisor (PCA), the incumbent acts as the in-house expert on all position management and classification processes. Advisor to the Human Resources Officer, Management, and others on relevant U.S. Government policies and local labor laws and practices. Oversees all recruitment and position classification actions for the Mission and provides daily guidance and mentorship to the Human Resources staff at the seven constituent posts. Plans and conducts regular trainings and workshops to the Mission employees on different topics related to recruitment such as use of Electronic Recruitment Application (ERA).
Qualifications and Evaluations
Requirements:
EXPERIENCE: Minimum three years of progressively responsible experience in performing Human Resources related work, including recruitment.
JOB KNOWLEDGE: Advanced knowledge of Human Resources Management and job analysis/evaluation principles.
Education Requirements:
Bachelor’s degree in human resources management, business management, public administration, communication or education is required.
Evaluations:
LANGUAGE: Fluent (Level IV) writing/speaking/reading in English and Good working knowledge (Level III) writing/speaking/reading in French. This may be tested.
SKILLS AND ABILITIES: Must be able to remain composed, professional and productive even in demanding circumstances. Treat all with respect and demonstrates sensitivity to status, protocol relationships and chain of command. Must interact effectively in official encounters. Must have good basic writing skills to draft simple letters and be able to type 40 words per minute. Must have good verbal communication skills and be able to perform duties with discretion. Must have excellent organizational, planning, and prioritizing skills and be able to work well under pressure.
