Newcomer Service Program

The Newcomer Service Program provides assistance to students and families who are new to the Winnipeg School Division, and in many cases, new to Canada. The program provides coordinated student assessments and supports for newcomer learners and their families. The program includes: Intercultural Support Workers (ISWs) who represent many communities and languages; access to interpreters and translation services; language acquisition and literacy centres; English as an Additional Language (EAL) programing; and supports for school staff. The purpose of the program is to improve social, cultural, emotional and academic outcomes for all newcomer learners and their families.

Under the supervision and direction of the Assistant Superintendent of Anti-Racism, Equity and Climate Justice, the Newcomer Service Coordinator is responsible for: supporting the delivery of Program services across the Winnipeg School Division; program planning and development; liaising with external agencies and organizations; providing guidance, leadership and support to staff; and performing other various duties within the scope of the Program.

Responsibilities May Include But Are Not Limited To

SERVICE DELIVERY

• Leads and collaborates with the team of ISWs in delivering best possible programming for all newcomer learners;
• Ensures mechanisms are in place to facilitate the reception, transition and integration of newcomer learners and their families to a school community;
• Develops strategies to remove barriers for students and families in accessing services offered by the WSD and outside organizations;
• Maintains a comprehensive knowledge of existing services available to assist newcomers, and acts as a resource to ISWs regarding the availability of and means of accessing such services;
• Coordinates access to resources (eg. WRHA, Child and Family Services, NEEDS etc);
• Provides mentorship and facilitates workshops and training for ISWs and other staff as required;
• Explores and accesses additional provincial and federal funding in supporting Newcomer programming across the division.

PROGRAM PLANNING AND DEVELOPMENT

• Collects information from ISWs and schools regarding the provision of existing services and

the identification of issues that may impact the need for new and/or revised programming;

• Analyzes data to identify trends and propose plans to improve outcomes for students and

families;

• Works closely with community groups to determine priority needs with respect to newcomer

learners and their families;

• Ensures that services to students and families are equitable and effective;
• Gathers information regarding the provision of newcomer services in other jurisdictions to

help in making informed decisions to improve programing;

• Maintains an on-going awareness of current issues affecting newcomer populations;
• Reviews designated services on an ongoing basis to ensure that they operate effectively;
• Develops proposals for the strengthening of existing services and/or the creation of new

services.

• Serves as liaison between WSD and external agencies and seeks out opportunities for new

partnerships.

Qualifications

• Complete secondary education is required;
• Post-secondary education in an area of study related to human services is required;
• Must have an excellent knowledge of existing social services available to support relevant

populations;

• Previous experience working with newcomer groups is an asset;
• A knowledge and understanding of the various demographic groups within the Winnipeg

School Division is preferred;

• Experience working with the students, families and communities of the Winnipeg School

Division;

• Ability to work both independently and collaboratively within a team environment;
• Excellent communication, organizational and interpersonal skills;
• Demonstrated successful leadership experience and the ability to lead groups in small and

large settings;

• High level of initiative and effective time management skills;
• Flexibility to work non-standard hours of work;
• Proficiency in a second language would be preferred.
