Plains is seeking a highly skilled and experienced individual to fill the role of Manager, Rail Fleet to join our dynamic team.

The successful candidate will be responsible for overseeing and optimizing all aspects of the Rail Fleet Team. They will analyze pricing strategy, and ensure competitiveness, efficiency, and compliance with industry regulations. The Manager, Rail Fleet will collaborate closely with cross-functional teams to analyze market trends, negotiate rates with rail carriers, and implement strategies to enhance cost-effectiveness while maintaining high service levels.

Key Responsibilities

  • Negotiation and Relationship Management:
  • Collaborate with rail carriers to negotiate favorable rates and contractual terms.
  • Build and maintain strong relationships with key rail service providers to ensure reliable and cost-effective transportation solutions.
  • Work with customers and third parties to negotiate sublease opportunities, railcar storage, and optimizations.
  • Closely work with lessors to determine terms and cost of lease agreements while ensuring the rail fleet is right-size for business needs.
  • Rail Rate Analysis:
  • Conduct comprehensive analysis of rail transportation rates, identifying opportunities for cost reduction and optimization.
  • Stay informed about market trends, regulatory changes, and industry benchmarks to make informed pricing decisions.
  • Assist in daily negotiations with the railroads
  • Maintain database full of rail freight quotes, published rates and contracts
  • Report rail freight metrics on a monthly basis
  • Cost Optimization:
  • Develop and implement strategies to optimize rail transportation costs while maintaining service quality.
  • Analyze transportation data to identify inefficiencies and recommend improvements to enhance overall supply chain efficiency.
  • Oversee railcar bad-order pricing is in line with industry standards and negotiated contracts.
  • Fleet Optimization:
  • Develop and implement strategies to optimize the commercial rail fleet, ensuring maximum efficiency and cost-effectiveness.
  • Analyze fleet performance data to identify opportunities for improvement and implement corrective actions.
  • Ensure fleet forecast is updated with accurate information and conveyed to various internal stakeholders.
  • Position fleet geographically based off contracts and scheduler input.
  • Team Leadership:
  • Provide strong leadership and guidance to a team of analysts & support staff including performance management, career development and the achievement of team objectives
  • Foster a culture of safety, teamwork, and continuous improvement within the rail team.
  • Regulatory Compliance:
  • Stay current with federal and state regulations related to rail transportation pricing.
  • Ensure that all pricing strategies and contracts comply with regulatory requirements and industry standards.
  • Cross-Functional Collaboration:
  • Collaborate with other departments, such as logistics, trading, and marketing, to ensure seamless coordination and communication throughout, while ensuring alignment of rail strategies with overall Commercial direction.
  • Provide support and guidance to internal stakeholders on rail-related matters.
  • Performance Monitoring:
  • Establish key performance indicators (KPIs) to measure the effectiveness of rail rate strategies.
  • Regularly monitor and report on the performance of rail transportation providers against established benchmarks.
  • Set yearly railcar qualification goals ensuring timely maintenance of the fleet. Analyze shopping requests and availability to fully utilize allotted shop space.

Qualifications

  • Bachelor’s degree in business, logistics, supply chain management, or a related field.
  • Proven experience in rail fleet management, with a focus on rate negotiation and fleet optimization.
  • Strong analytical skills, with the ability to interpret complex data and make strategic recommendations.
  • Excellent negotiation and communication skills.
  • Familiarity with transportation management systems (TMS) and other relevant software.
  • In-depth knowledge of regulatory requirements and industry best practices in rail transportation.
  • Cleared criminal history (background) and satisfactory reference checks
