A rewarding opportunity awaits you as an Assistant Accounting Manager with the Ministry of Government Relations – Northern Municipal Services (NMS) branch. As a member of our Finance and Accounting team, you will work with the Provincial Auditor’s office, the Provincial Comptroller’s office and other Federal and Provincial government bodies to carry out financial reporting and auditing requirements for the Northern Municipal Trust Account (NMTA). You will be responsible to provide leadership and expertise in the development and delivery of quarterly and annual financial statements of the NMTA and any other financial reporting requirements. You will also provide strategic financial and accounting advice to NMS management with respect to the design, implementation, and monitoring of accounting policies and procedures that align with applicable accounting standards and also achieve internal control best practices.
A CPA designation is considered an asset.
In this role, you will be responsible for:
Assisting in the development and/or revision of Northern Municipal Services (NMS) accounting policies and procedures
Checking and validating property tax – related deliverables and processes, including;
Processing and release of annual notice of assessments, tax notices, and tax payment reminder notices;
Preparing annual mill rate returns and annual tax abatement requests;
Completing monthly municipal property tax roll reconciliation;
Completing monthly education property tax reconciliation and reporting;
Investigating, and responding to individual taxpayer inquiries and concerns; and
Checking and validating monthly utility and water and sewer invoices of the district;
Liaising with the Provincial Auditor’s Office to facilitate the NMTA’s annual financial statement audit;
Assisting in the tracking of northern municipalities ability to comply with Municipal Revenue Sharing eligibility requirements; and
Assisting in the review and reconciling of northern municipalities eligibility and approvals in obtaining funding from other northern grant programs, such as the Northern Capital Grant program and Northern Municipality Capacity Building grant programs.
Although not required, it is considered an asset to have knowledge of:
Public Sector Accounting Standards (PSAS), practices, and procedures.
