FINANCE ANALYST (CONTRACT – JAN. 9/23 TO JAN. 8/24)

Job Purpose

Ensures accountability of School Generated Funds (SGF) financial reporting and back up for various Public-Sector Accounting Board (PSAB) Capital Asset tracking and reporting requirements. This includes tracking and assigning asset categories to all minor Tangible Capital Asset purchases, preparing amortization and remaining service life schedules for the Board’s Tangible Capital Assets, and calculating & allocating amortization expenses for the Board’s financial statements.

Accountabilities

• SUPPORT SCHOOL GENERATED FUNDS BOOKKEEPING: Support School admin staff to ensure accountability of School Generated Funds (SGF) reporting. Respond to support calls/emails with questions from secretaries, Principals, parents, or school community councils that are beyond client support team’s abilities and understanding. Assist Internal Auditor to resolve and correct accounting procedure errors. Coordinate, monitor, and support staff with SGF Software system changes and updates. Coordinate with Software representatives on an ongoing basis to request support, organize software updates, provide feedback regarding possible system enhancements, and to learn about system upgrades to train staff on changes.
• AUDIT SGF BOOKKEEPING: Assist secretaries to correct errors and identify training requirements. Report any significant issues to the Principal, Senior Manager of Finance, and the Internal Auditor. Audit all school’s bookkeeping for procedural errors prior to closing each school’s year end.
• PREPARE SGF SCHEDULES AND REPORTS: for the Ministry, 7 month and year end reporting. Prepare and reconcile schedules for the Board Financial Statements, as well as any Freedom of Information requests.
• PROVIDE SGF TRAINING: Provide training of software, procedures and best practices to board staff and school admin staff. Prepare training documentation for SGF bookkeeping software and procedures. Provide leadership in coordinating training schedules and materials. Monitor and update Policies and Procedures related to SGF’s. Keep School Cash web page up to date including Bookkeeping Manual, Training Guides, Forms, Marketing materials and upcoming training information.
• MANAGE YEAR-END REPORTS AND SCHEDULES (Back up role): Develop and maintain capital asset schedules for reporting in accordance with PSAB standards. Develop and maintain capital asset guidelines and appropriate general ledger accounts with Finance Department staff. Develop and deliver training to departments and schools for capital asset recording and tracking. Prepare, develop and coordinate year-end reports and schedules related to PSAB standards and specific financial schedules as required by the Ministry of Education. Update Policies and Procedures for Capital Assets tracking as needed.
• MANAGE OTHER PROJECTS: Provide leadership in any software or procedural changes for Tangible Capital Assets or School Generated Funds accounting. Review and analyze accounts and prepare reports as required. Prepare statistical information and reports for Senior Management and Trustees as required.

Knowledge and Skills

• Understanding of Public Sector Accounting Board (PSAB) standards and reporting requirements.
• Knowledge of computerized financial systems, software applications and spreadsheets.
• Communication and interpersonal skills.

Education and Experience

Education

Completion of a post-secondary university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.

Experience

• 5 years of Progressive Accounting required
• 5 years of technical understanding of Public Sector Accounting Board Regulations required
• 5 years of the ability to train others required
• 5 years of Project leadership preferred
