Attention finance leaders! Do you have experience providing strategic business, financial, and program planning advice and analysis? Are you experienced in the areas of expenditure management, strategic planning, managing complex fiscal planning projects, and leadership? The Infrastructure and Capital Policy Branch within the Office of the Treasury Board in the Treasury Board Secretariat is seeking a collaborative, dynamic and innovative leader to join their branch as Team Lead.

Please note: attendance at the office will be required in alignment with Ontario Pubic Services’ current hybrid work model, pending the Secretary of Cabinet’s announcement regarding the future of hybrid work.

What can I expect to do in this role?

As the Team Lead, you will:

• manage unit staff (including direct reports) and promote a productive team environment to foster a culture of excellence.
• lead and coordinate the efforts of staff, including assigning and monitoring work, providing day-to-day oversight, coaching and mentoring.
• provide project management, advice and executive decision support to senior management for the development and management of the ministry’s expenditure management, financial and business planning processes.
• provide business, financial and program planning advice and analysis to support the ministry’s fiscal strategy for budget and resource management.
• coordinate the development and monitoring of the ministry’s in-year and resource management plans across programs and divisions.
• create and refine processes and tools to support the development and delivery of the ministry’s expenditure and resource management reporting, analysis and advise (inclusive of monthly, quarterly and year end financial and FTE reporting).
• develop strategies, assess risk, produce reports, and work with central agency partners to obtain approval and support for the ministry’s in-year reporting and submissions.
• develop fiscal strategies, in-year submissions and reporting requirements that clearly link results to business plans.
• drive collaboration and innovative thinking, implement process and business transformations, and communicate the value of change to ministry programs, staff and leaders.
• promote and demonstrate commitment to diversity, accessibility and inclusiveness.

Strategic Leadership Skills

• You demonstrate the leadership behaviours, attributes and mindset for leaders, across the organization, to lead the OPS into the future and deliver our vision.
• You have superior leadership skills and strong project management experience to lead complex fiscal planning projects, develop innovative approaches to issues, develop and implement financial and business processes that support accurate financial information, develop risk management strategies to ensure appropriate governance and oversight structures for clients, and ensure compliance with ministry and central agency requirements and standards.
• You have demonstrated the ability to lead and motivate a team to achieve organizational goals while maintaining a positive work environment with a focus on staff development and business innovation.
• You are a strategic leader who can promote a culture of inclusion, accountability and efficiency in a fast-paced environment.

Communication and Relationship Management Skills:

• You have demonstrated and superior written, oral and interpersonal communication skills and can influence and negotiate with partners and stakeholders to find collaborative solutions to complex issues, and present information and proposals to senior management to obtain required approvals in a timely fashion.
• You have demonstrated stakeholder/relationship management skills and strong political acuity with the ability to establish and maintain relationships of trust with senior management, clients and partners.
• You have proficiency with standard desktop computer applications (e.g., word processing, presentations and spreadsheets) and specialized/customized databases/financial information systems to lead and conduct in-depth analyses, consolidate complex financial information into standard reports, dashboards and briefing notes, and prepare comprehensive and compelling presentations.

Technical Expertise/Knowledge:

• You have comprehensive knowledge of fiscal planning and resource management, including legislation, policies, standards, and priorities related to business planning, budgeting, forecasting, and fiscal and expenditure management.
• You have knowledge of and experience with financial and budget processes, practices and systems, including the government’s decision-making and approvals process, the fiscal cycle, accounting principles and practices, the strategic planning process, and in-year financial reporting.
• You have research, analytical, problem-solving and decision-making skills to identify and evaluate emerging political and fiscal issues and risks, develop innovative approaches and solutions, and manage change.
• You demonstrate sound judgment in assessing complex issues, policies and priorities.
