Ontario Teachers’ Pension Plan Looking for Senior Manager, Corporate and Investments Compliance at Toronto, Ontario, Canada Full Time

The Compliance Department’s vision is to be a trusted partner and advisor to help Teachers’ global business lines effectively lead risk, regulatory compliance, and related standard processes in accordance with Teachers’ risk tolerance and to help build a sustainable culture of compliance.

The Senior Manager, Corporate & Investments Compliance will lead and directly support the six key functions of the Compliance Operating Model: i) Advisory, ii) Policies, Procedures & Controls, iii) Education and Training, iv) Monitoring, Surveillance & Remediation, v) Compliance Risk Management, vi) Compliance Reporting to Senior Management and the Board.

Who You’ll Work With

This role will be reporting to the Senior Manager, Investments Compliance.

What You’ll Do

Compliance Program Oversight and Management

• In collaboration with the Global Compliance team, develop, maintain and advance the Global Compliance program and operating model
• Continuously identify and assess regulatory risks and evaluate the effectiveness of controls to ensure the organization operates within the parameters of regulatory requirements. Advise business partners on new and proposed rules/rule interpretation as applicable
• Specific oversight and accountability for driving portions of the Corporate & Investments Compliance plan ensuring alignment with Corporate and Divisional strategic objectives, notably from a risk and compliance perspective

Leadership, Training and Education

• Lead, mentor, and manage a team of compliance professionals, providing mentorship, coaching and support
• Develop a positive and collaborative team culture, promoting professional development and a commitment to compliance excellence
• Support the Compliance department in building out and maintaining a comprehensive compliance training program and other informative resources (e.g. e-training) to promote compliance and awareness of emerging risk/regulatory matters in the compliance landscape

Policy Development and Risk Management

• Lead and/or develop policies, procedures and guidelines designed to promote compliance with relevant laws and regulations. Supervise the review and revision of Corporate & Investments Compliance policies and procedures in response to regulatory changes, self-assessments and internal examinations
• Lead and supervise portfolio of all compliance improvement projects that entail developing solutions, prioritizing and tracking projects, maintaining priorities, and driving initiatives to conclusion

Compliance Communications

• Be a reliable source of regulatory information and effectively advise on regulatory changes, emerging risks, trends and standard processes in compliance matters
• Liaise with various public pension peers ensuring standard processes are followed
• Communicate regulatory updates and issues to senior management and provide periodic compliance reporting to senior leadership team and the board

Management Accountability

• Develop a culture of innovation and experimentation and develop or maintain a high- performing team by empowering team members and enabling appropriate level of autonomy
• Consistently ensure cross-departmental coordination, mobilizing the right people and ensuring deliverables are completed properly and on-time
• Build strong relationships and trust across all business divisions to enhance the team’s visibility and profile at the organization levels

Decision making

• The individual provides a direct resource to the Senior Manager, Corporate and Investments Compliance and is encouraged to make operational decisions quickly and under tight deadlines, ensuring consistency and a high level of accuracy, consulting the Senior Manager, Corporate & Investments Compliance where required, commensurate with complexity and risk
• On complex issues, the Senior Manager is encouraged to fully research the issue before providing recommendations. Recommendations need to be clearly and logically thought out, exhibiting an ability to perform adequate diligence on rules, facts, and data
• The individual must quickly become an expert in the role as the Senior Manager, Corporate & Investments Compliance will rely heavily on the individual to make recommendations to existing processes, controls, ad hoc inquiries, etc. Risk based decisions will be substantiated by strong analytical and problem solving skills
• Methodical and strategic thinker, challenging peers and outside advisors where necessary

What You’ll Need

• Bachelor’s degree in Business Administration or related field
• Graduate degree and/or professional certification (e.g. MBA, CPA, CA) an asset
• Minimum 8 years of progressive experience in asset management and/or other financial industry experience (e.g. audit, compliance, operations) including people management responsibilities
• Relevant experience in a control function (e.g. compliance, risk, internal audit)
• Exceptional analytical, research and problem solving skills coupled with excellent written and verbal communication skills
• Effective and proven communicator with individuals at varying levels within an organization, including Senior Management
• Exceptional ability to handle change and operate in an environment with constant ambiguity, no clear answers/solutions, and little to no internal precedent to leverage
• Proven self-starter operating with a strong sense of urgency, multi-tasking and meeting competing priorities and multiple deadlines without compromising quality
• Proven understanding of both business objectives and regulatory environments. Exceptional experience building consensus through sound logic and reason rather than through authority
• Proven ability to plan, staff, implement and evaluate projects, ensuring high quality of work and timeliness of deliverables
• Proven ability to read and interpret securities laws. Complete understanding of trade capture, trade booking, IT/data processing, monitoring report logic, ensuring controls are designed and operating effectively
• Demonstrated subject matter knowledge in asset classes such as equities, fixed income, derivatives, options, futures, swaps and commodities or various combinations
• High aptitude to quickly learn and understand new asset classes and/or trading strategies
• Familiarity with Code of Conduct, Sanctions, Financial Crime, Substantial Shareholder Disclosure, Material Non-Public Information, US Securities Exchange Act of 1934, Ontario Securities Act, Lobbying Acts, Energy Savings Opportunity Scheme, Qualified Foreign Institutional Investor program, or Markets in Financial Instruments Directive is considered an asset
• Knowledge of or experience: personal trading surveillance, conflict management, restricted lists, or managing all phases of a project’s lifecycle is considered an asset
• Strong knowledge of capital market’s structure to immediately establish trust and influence decisions with Investments and Legal
• Knowledge of funds and related structures, including but not limited to hedge funds, private equity funds, managed accounts, pooled funds, etc.
