Specialist, Directive 056 Applications
The Opportunity
The Alberta Energy Regulator is currently recruiting for a Directive 056 Application Specialist to join its talented team of professionals in the Regulatory Applications Branch. As the Directive 056 Application Specialist you will act as the subject matter expert for oil and gas pipeline licencing applications, projects, initiatives, and mentoring.
This role reviews pipeline applications and uses delegated authority to issue Directive 056 approvals and participates in related hearing and regulatory appeal activities. The role requires a strong understanding and expertise in AER Directives 056, Manual 12, OGCA, OGCR, The Pipeline Act, Pipeline Rules, AER’s OneStop and DDS systems.
Utilizing strong interpersonal and communication skills, the Directive 056 Application Specialist will facilitate interactions and cooperation with both internal and external stakeholders which include AER groups, industry licensees, industry associations, government agencies, regulators from other jurisdictions, other technical disciplines, and the public.

Your Key Responsibilities:
- Review, coordinate and evaluate, using risk-based technical principles, all elements of routine/baseline and nonroutine/additional-review pipeline applications including complex nonroutine public involvement applications.
- Ensure consistency within set timelines, directives and policies. Verify applications and use delegated authority to issue all types of D56 approvals.
- Provide technical advice and direction to internal and external stakeholders regarding AER requirements.
- Lead and/or participate in special projects and assignments as necessary, including changes and revisions to relevant Directives, manuals, FAQ’s, protocols, procedures, Bulletins and supporting policy initiatives.
- Ensure knowledge transfer by training and mentoring less experienced staff on Directive 056 and identifying areas where technical competency needs to be built.
- Support or lead enterprise projects by providing technical guidance and input, assisting with the implementation into the AER’s core business functions and collaborating with stakeholders.
- Provide technical advice and support, as part of the Statement of Concern Application Review (SOCAR) process, to Hearing coordinators/commissioners for public hearings, Regulatory Appeals, and Alternative Dispute Resolution (ADR).
- Provide advice to management regarding complex technical matters and resolve issues within area of expertise.
Qualifications :
- Technical diploma or degree in Science, Engineering, or related field. A combination of education and experience may be considered.
- 5-10 years of industry or regulatory experience preferably within the oil and gas sector; preference for directly related experience.
- A strong knowledge and expertise with AER Directives 056, Manual 12, The Pipeline Act and Pipeline Rules, including the OGCA, and OGCR.
- Proficiency in using Onestop, DDS and desktop software such as Excel, Word, PowerPoint, and related applications.
- Excellent written, verbal, and interpersonal communication skills including a demonstrated ability to translate complex technical information to a variety of audiences and knowledge levels.
- Solution oriented with excellent organizational, analytical and problem-solving skills.
- Positive attitude, strong self-leadership, and the ability to work cooperatively and share knowledge within a team environment.
- Intermediate awareness of project management principles.
- Eligible or Registered professional with ASET, or APEGA would be an asset.
Additional Requirements and Information:
- Some limited travel and overnight stays across Alberta may be required.
AER Hybrid Work Model Trial

- Need to have access to a personal computer when working from home (unless assigned an AER laptop – dependent on business need).
- Have a high-speed internet connection with a minimum of 50 Mbps for downloads and 30 Mbps for uploads when working remotely.
