Bechtel Infrastructure has been appointed the Delivery Partner role within an integrated team with the customer, Metrolinx, for the Ontario Line Subway (OLS) Project. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by three key PPP Contractors and five advanced early works (EAW) packages Contractors. Bechtel form the key component of the overall leadership team, having delivery partner responsibilities supported by two other components, Technical Advisor (TA) and Program Controls Services Consultant (PCSC).
The Exhibition Station Advanced Works Construction Manager for the OLS Project is responsible for the organization and direction of construction personnel. Responsible for the coordination of activities relating to construction, contracts management, and engineering including liaison with the engineering group for a specified packages of works. Interprets design drawings and specifications. Supervises field verification of materials. Provides operational direction to field engineers and superintendents in a wide range of construction engineering and design functions relating to multi-discipline engineering in an area.
Coordinates with engineering on constructability and design issues. Assists in establishing a Design/Field Engineering working relationship and lines of communication with the Project Engineer including agreement on engineering deliverables. Responsible for quantity take-off, control, reporting and forecasting.
Participate in tender production and pre-construction/pre-award meetings to address technical or construction related questions, working with the Technical Advisor (TA), provide recommendations to the client in considering and analyzing possible procurement and means and methods for constructing various elements of the Construction Project;
Ensure that safety and creation as well as maintenance of a safe workplace and environment is the primary consideration and first priority in the delivery of all work. Actively participates in Bechtel’s safety leadership culture through field hazard inspections, engagement with the workforce, deployment of safety initiatives and review of contractor’s means and methods.
Conduct thorough constructability reviews of detailed design and construction packages prepared by the TA. Constructability review reports shall identify project risks and provide recommendations to mitigate project risks. These risks shall include technical, safety, cost, quality, schedule, environmental compliance, operations and third parties.
Coordinates the requirement/ design of temporary construction facilities where required.
Coordinates and monitors the interfacing between the construction automation plan and the project controls program at the jobsite.
Monitor the technical requirements of the work, including quality control/assurance.
Monitor implementation of the Contractor’s quality program(s).
Coordinates the preparation of cost reports, forecast and progress reports. Reviews and provides input to project controls documents on progress relating to cost and schedule. Provides input to periodic reporting.
Ensures the implementation of the project construction procedures
Coordinates with the superintendents and contractors to plan construction schedules.
Coordinates with the Planner to review the Contractor’s programmes for acceptance.
Quantity and progress verification and invoice review.
Monitors the Contractor’s quality assurance activities to ensure materials and equipment comply with design plans and specifications.
Directs the maintenance of construction engineering records for job history. Supervises the receiving, distribution and filing of contractors documentation.
Works with customer’s engineering and operating personnel to coordinate construction activities.
Implements controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials and equipment and to ensure that other corporate programs are fully utilized.
Coordinates with the Contract Administrator on contract administration and activities affecting the contract administration operation.
Aids Project Manager in administering major contract changes and represents the client in contractual discussions and negotiations. Oversees the implementation of contract changes.
Performs employee reviews for subordinate personnel and assists in their development. Ensures that subordinate personnel receive progressive training.
Reviews and provides input to the project staffing plan for construction engineers and associated personnel.
Ensures the implementation of project Health and Safety and environmental control plan(s) as required.
Ensure contractor technical submittals are submitted, reviewed, and approved. Monitor schedule of submittals, reviews, and approvals. Coordinate other Functional Depts for review and maintaining compliance of contract requirements.
Review and approve the contractor’s schedule confirming it shows the logical sequence, construction methods and estimated duration of activities required to meet the milestone and completion dates. Monitor progress in the field and coordinate with Project Controls to ensure the subcontractor’s schedule and progress support the project construction schedule.
Review and approve contractor’s construction related documentation including RAMS, means and methods and ITPs.
Coordinate interfaces between early works contractor(s) and other interfacing projects.
Ensure correspondence is routed through and approved and controlled by the Contract Administrator, before issuing to the Contractor.
Support the Contract Administrator by reviewing change notice proposals to establish cost and impact to the total subcontract value, budget, and overall project forecast.
Technical knowledge of all phases of construction engineering relating to a single discipline interfacing with all areas, or in a multi-discipline position assigned to a single area.
Has knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
Familiar with Bechtel’s Business Ethics handbook and policies.
Understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
Project-specific environmental compliance requirements.
Knowledge of Bechtel’s “Zero Accidents” safety program.
Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor’s responsibilities contained in subcontract documents.
Prior experience supervising and administering contractors.
Bachelor’s Degree from an accredited university as well as a minimum of 13 years of relevant work experience, or 19 years relevant experience in the absence of a degree.
Experience working in the rail industry and/or large-scale infrastructure.
Successful Construction Management track record on a major multidisciplinary rail project.
Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
A firm understanding of rail engineering procedures, principles, and concepts.
Experience working with teams and stakeholders in the development and delivery of large infrastructure projects. Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).
Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects.
Computer skills (including Excel, Word, PowerPoint).
Knowledge of supervisory functions relating to field activities.
Demonstrated commitment to Environment, Safety and Health (ES&H).
Demonstrable commitment to a Zero Accident safety program.
