The incumbent will supervise the work of the responders placed under their responsibility. Working with the Field Operations Manager or SCL Manager, the incumbent will be involved in the team’s planning and organizing the delivery of a service as assigned.
In this role, you will:
Responsibility 1. Manage the SCL resources, materials, supplies and equipment required for the operation
Assess resource requirements, ensuring the appropriate SCL processes are followed;
Conduct needs assessment with Operations/Site Manager to determine immediate, short and long-term needs;
Conduct procurement as required and in accordance to the CRC Procurement Policy and the Procedures Manual and the Society Contract and Signing Authority (CASA) levels and delegated budget levels during response;
Organize and supervise the delivery of services as assigned;
Responsible for demobilization and repatriation of supplies and equipment;
Facilitate operational briefings and debriefings during a response with the logistics team;
Provide timely formal and informal performance feedback to volunteers that report directly to the SCL Supervisor;
Responsibility 2. Organize inventory, warehousing and stocks management processes
Manage inventory, ensuring adequate stock when opening site, maintaining appropriate level of stock during response and completing a close of operation inventory/reconciliation;
Observe routine precautions in the handling of goods, materials and equipment including use of required personal protective equipment and hand hygiene;
Assist with identifying needs, location, with negotiating condition and coordinating warehousing agreements;
Maintain an accurate inventory, provide daily stats or any other datas required by the operation;
Maintain logs, statistics and financial documentation, as required;
Responsiblity 3. Organize transport required to support the operation
Manage the transportation service unit:
Responsible for safety considerations for vehicles, inspections, record maintenance;
Manage the dispatch of CRC and rental vehicles;
Coordinate shipping of goods and transfers between sites locations;
Manage the demobilization of the fleet;
Maintain logs, statistics and financial documentation, as required;
Communicate, report on progress and evaluate the provision of transportation services, as appropriate.
Responsibility 4. Planning and Preparedness
Participate in the recruitment and engagement of SCL Responders;
Participate in SCL team member orientation & training;
Contribute to and update the response plan and supplier agreements, as needed;
Contribute to ensuring response supplies are properly stocked, available and conducts inventory reviews as required;
What we are looking for:
This position requires completion of Grade 12 and/or post-secondary education in a related field, a minimum of one to three years of work-related experience in logistics, procurement and/or supply chain management, or an equivalent combination of education and experience. Experience in supervising a team is required.
Computer literacy – Microsoft Office Programs (Excel, Word, Outlook)
Knowledge of procurement, transportation, warehousing or distribution;
Understanding of Red Cross role in disaster response, relief and recovery, an asset
Language requirements vary – must be able to deliver services as appropriate in English or French
Customer Service Skills – Excellent interpersonal skills, including handling interactions with colleagues, suppliers, and the public
Leadership skills – give clear instructions and delegate, make informed decisions, able to problem solve, provide coaching and feedback to volunteers, support team environment
Communication skills – verbal and non-verbal cues, active listening, clearly able explain self and confirm understanding from others
Attention to detail – accuracy in completing forms, giving information, completing necessary paperwork
Ability to work well within a team – share information, be helpful, respectful, approachable, build strong relationships
Dependable – Timely, takes initiative and ownership of work, completes tasks without being asked or with little supervision
Remains calm during a crisis – Don’t allow emotions to get in the way, don’t take things personal, stay positive, respond decisively and take accountability
Current Standard First Aid certification, or willingness to take training
Ability to lift and carry goods weighing up to 50lbs or assist in carrying goods weighing up to 80lbs
Ability to climb stairs, as well as transition frequently in and out of a vehicle
Working conditions:
Potential for responding in disaster areas, as well as difficult and unstable conditions (environmental, physical, social, etc.) and uncomfortable conditions (noise, odours, smoke, humidity, vulnerable clients). These stressful rapidly changing environments with limited information to make decisions have the potential to affect the physical and psychological state of the responders on site.
Potential for basic or hardship living conditions/accommodations
The incumbent may need to stand for several hours.
Ability to respond during non-traditional hours (i.e. late night or weekends) and long hours of work in a demanding context.
Ability to be on-call when scheduled, as required.
Ability to respond in local community (3 days minimum) and outside of their community (10 days minimum
Personal protective equipment will be supplied, as required.
This position requires a valid Drivers License and a satsifactory Drivers Abstract
