The Opportunity
The Economic and Creative Development Department is part of the Infrastructure and Growth Management Division. This department is responsible for the attraction and facilitation of new business investment, and helping employers access the business opportunities of the area. They encourage and promote the creation of new Barrie-based enterprises, including start-ups and small business services. They also support the retention, growth, and expansion of the City’s existing businesses. This includes bringing stakeholders together on strategic programs.
Under the general guidance and direction of the Director, Economic & Creative Development, the Manager of Small Business and Creative Sector is responsible for delivering service excellence and implementing the vision, strategic direction, and initiatives of the department in the areas of creative sector development, including a public art program, small business programming and entrepreneurial eco-system support, including the Provincial Small Business Enterprise Centre program to the City of Barrie and surrounding municipalities in its catchment area. This position manages the day-to-day operations and budget management focusing on the core economic development functions of developing and supporting the City’s small business and creative sectors. This position leads a team to deliver start-up and early business growth services through the Provincial Small Business Enterprise Centre program and plays a lead role in developing and connecting the City’s entrepreneurial eco-system through program and partnership development, in order to position the City of Barrie as a premier place to start, grow and scale a business. Lastly, this position provides strategic oversight of the Culture and Public Art development team.

Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.
Wage: This a permanent full-time non-union position with the following pay level and 2023 pay range:
