Shelter, Support & Housing Administration (SSHA) is responsible for managing a coordinated and effective system of shelter and homelessness services, working from Housing First and human rights approaches and with a focus on the people we serve. Toronto’s homelessness service system provides immediate, housing-focused, person-centered services for people experiencing homelessness, and consists of emergency shelters, 24-hour respite sites, 24-hour and daytime drop-ins, temporary COVID-19 response programs, and street outreach services.
Coordinated Access to Housing and Supports (Coordinated Access) is a systems-level approach for addressing homelessness that provides a consistent way to assess, prioritize and connect people experiencing homelessness to City-funded housing and supports. The Coordinated Access team is responsible for the development, implementation, operation and enhancement of the City’s Coordinated Access approach to housing and supports for individuals exiting homelessness.
About the Role
As a Business Analyst, you will use your expertise and experience to create process maps and systems maps to support the implementation and enhancement of a Coordinated Access approach to housing and homelessness. The role will involve project management and multi-stakeholder engagement with City of Toronto divisions, agencies and corporations and external stakeholders involved with the City’s Coordinated Access system.
Major Responsibilities
In collaboration with a diverse range of partners and stakeholders, conduct research and analysis to develop process maps and systems maps that will inform the development of processes, protocols and tools to support the implementation and operation of a Coordinated Access approach to housing and homelessness
In collaboration with a diverse range of partners, co-design, develop and prototype solutions that meet the desired future state for access to housing and supports
Working closely with the Coordinated Access Operations team, ensure that the appropriate business processes are developed and maintained to achieve monitoring and evaluation goals and objectives
Conduct design sessions to better understand user needs, identify gaps and recommend solutions that meet the desired future state for Coordinated Access

Leads business process mapping exercises with key stakeholders and executive management to identify any gaps and opportunities for improvement.
Recommends and implements data management tools and software to improve programefficiency.
Contribute to the development and implementation of project charters, project plans and work plans
Create training, education and communication materials to support new and/or modified business processes
Apply service design approaches and agile methodologies to inform process mapping and system mapping
Contribute to reports, briefings, workshops, meetings and presentations to support Coordinated Access
Oversees one or more projects associated with business systems or processes
Develops options for policies, procedures, business process reviews, management practices and recommends changes to support management functions and improves efficiency and effectiveness of service delivery
Leads and/or liaises with and participates in inter-divisional teams and staff working groups, committees and external groups.
Key Qualifications
Post-secondary education Business/Public Administration or other discipline pertinent to the job function, or an equivalent combination of education and experience.
Considerable experience conducting business process reviews, business process modelling (BPM) and business process re-engineering
Consideration experience documenting user requirements, producing user cases, documenting user stories and corresponding acceptance criteria
Considerable experience working with a diverse range of stakeholders to understand and transform business processes.
Strong knowledge and ability in service design, prototyping, user experience (UX) design and/or other user centric design methodologies and user research.
Ability to design and lead collaborative approaches with diverse partners to identify, design and test solutions to shared problems.
Exceptional written and oral communication skills, including the ability to interact and communicate effectively with a diverse range of stakeholders, including community partners, residents, Councillors, City programs and businesses.
Highly developed presentation, communication and facilitation skills.
Ability to work collaboratively in a team environment and also independently with minimal guidance.
Ability to prioritize multiple projects, processes and work teams.
Strong interpersonal relationship building, problem solving skills and consensus building skills.
Strong proficiency with Microsoft Office products to create reports, spreadsheets, presentations (e.g. Word, Excel, PowerPoint), as well as other relevant application products.
Understanding of systemic barriers, racism and discrimination faced by Black, Indigenous and equity-deserving residents and communities in Toronto.
Familiarity with employment related legislation (i.e. Employment Standards Act, Human Rights Code, Occupational Health and Safety Act etc.)
Familiarity with public sector performance measurement, and the ability to research and track useful process and program measures for reporting the effectiveness and efficiency of
Understanding of systemic barriers, racism and discrimination faced by Black, Indigenous and equity-deserving residents, and communities in Toronto.
