Major Responsibilities:
Reporting to the Manager of Capital Assets and Heritage Facilities Maintenance, the Senior Project Coordinator provides construction project management of Council-approved construction and heritage restoration projects through all phases of the project – from conceptual design through to the end of the construction warranty period. Ensures the timely completion of restoration, construction, renovation and rehabilitation of facility and landscape construction projects:
Oversees a team of people comprised of client representatives, contractors, consultants and other intra- and interdivisional stakeholders, to implement construction projects. Projects include new construction, major renovations, rehabilitation and alterations of buildings, structures, bridges, roads, monuments, public art, exhibits, heritage structures and other constructs located throughout the Division.
Provides leadership and expertise in administrative, professional practice and technical matters pertaining to heritage conservation, architecture, landscape architecture and open space design, civil, mechanical, electrical and geotechnical engineering, and building science.
Provides knowledge of the physical sciences as they pertain to design, construction and heritage preservation.
Verifies and prepares project scope, including confirmation of the program requirements with client and stakeholders.
Prepares Request for Proposals, Prequalification Documents, Request for Quotations and Tender Documents for consultant and contractor selection.
Prequalifies and approves consultants and contractors for development of construction rosters, and administers rosters during their validity period.
Evaluates proposals and construction tender documents, conducts consultant interviews and makes recommendations for award to Purchasing and Material Management Division, for Bid Committee and/or Council approval
Prepares reports for consideration by Standing Committees and City Council.
Facilitates project-related meetings and liaises with client representatives, project partners, Advisory Boards, public groups, stakeholders and Councillors, providing relevant expertise, experience, information and analysis.
Prepares detailed construction budget estimates and monitors expenses against approved budgets in order to remain on budget.
Reviews and approves all change orders, site instructions, certificates of payment, progress draws, and project-related expenditures against budgets for assigned projects.
Oversees and monitors progress of assigned projects from beginning to end, and ensures that deliverables meet deadlines.
Represents the Division in securing approvals from various authorities having jurisdiction, regulating and government bodies, including federal, provincial and municipal governments, to enable assigned projects to proceed, i.e., site plan approvals, rezoning, permits, Committee of Adjustment.
Acts as liaison and maintains a close and effective working relationship between clients, contractors, consultants, suppliers and building inspectors with respect to all site construction and warranty periods.
Develops and maintains accurate project records of development and budget on all assigned projects.
Prepares detailed and timely reports, records, schedules and monthly status reports, and initiates correction of deficiencies, and warranty items, as required.
Responds to bidder enquiries, prepares addenda, and conducts bidders’ site meetings.
Assists in the resolution of delay claims and disputes that may arise through the execution of construction activities in the event of disputes and litigation.
Gives direction to the consultants in the preparation of specifications and tender documents; edits reports and project documents for approved projects.
Coordinates all project documentation, including correspondence from architects, engineers, conservators, archaeologists, building inspectors, contractors and sub-contractors.
Monitors conditions of assets to ensure that repairs and rehabilitation take place in a timely and economic fashion to maximize life span for the asset.
Represents the City and Division at site meetings and on various technical committees, including staff and stakeholders.
Ensures compliance with Corporate building and maintenance standards such as Accessibility Design Guidelines (AODA), Ontario Heritage Act (OHA), Leadership in Environmental Design (LEED), Green Development Guidelines, and Shade Guidelines, to protect and enhance Corporate and Division interests.
Identifies best practices and opportunities for improvement in service delivery.
Develops technical and design policies, e.g., facilities and asset conservation management.
Provides expert advice, guidance and technical assistance in the development of construction, renovation and restoration programs and on building management, such as preventative maintenance, energy conservation, heritage conservation and asset management issues.
Conducts regular construction site visits, attends site construction meetings, and inspects and monitors work in progress by contractors and divisional staff, ensuring that all work is executed in accordance with relevant legislation and approved project drawings and specifications.
Negotiates with community stakeholders, contractors, consultants, other City divisions, and elected officials.
Represents the Corporation, prepares and gives evidence at a Court of Discovery and/or Judicial Hearing
Monitors all construction projects as they relate to Health and Safety regulations and maintains records on infractions and accidents in the event of litigation.
Maintains current knowledge of municipal policy, provincial legislation, research activities and project management techniques and methodologies.
Interviews manufacturers and suppliers, and conducts research on issues such as new materials, construction techniques and procedures, to ensure that consultants’ and contractors’ proposals are suitable and satisfactory for the Division’s requirements.
Monitors the performance of architects, consultants and contractors to ensure adherence to specified standards and regulations and to make timely decisions when required.
Reviews, recommends and approves acceptance/changes to working drawings and specifications for assigned projects.
Reviews and approves certificates of payments, change orders and site instructions for assigned project.
Represents the City’s best interests in the coordination and execution of City contracts.
Directs the design process, and reviews and approves all design solutions, preliminary drawings, tender drawings and specifications relating to all aspects of assigned projects.
Liaises with the Legal Division on matters relating to the Construction Lien Act, construction bonds, insurance, real estate, contracts and legal agreements.
Leads and coordinates project assistants and support staff to ensure project delivery.
Plans and presents project-related community consultation sessions and acts as City representative.
Key Qualifications:
Your application must describe your qualifications as they relate to:
Completion of a degree or diploma program at a community college or university in architecture, engineering, the building sciences, landscape architecture, or an equivalent combination of education and experience.
Extensive project management experience in the areas of heritage conservation, restoration and culture facility construction and archaeology projects, including the on-site experience in the management of new construction and the renovation of existing assets, and experience with construction contract administration.
Experience in preparing design and construction budgets and business cases for capital submissions.
Experience reading and interpreting site plans, architectural, landscape, mechanical, electrical and structural drawings and specifications.
Considerable experience in building construction management with emphasis on heritage fabric conservation, architectural restoration and archaeology.
You must also have:
· A thorough knowledge of building and landscape construction techniques, methods and materials, building services and project scheduling, with an emphasis on heritage buildings and cultural landscapes.
· A thorough knowledge of the Ontario Building Code, National Fire Code, National Fire Protection Act, Occupational Health and Safety Act, the Ontario Heritage Act, Parks Canada Standards and Guidelines for the Conservation of Historic Places, Accessibility for Ontarians with Disabilities Act, and other relevant charters, codes and regulations.
· Extensive knowledge and application of the Occupational Health and Safety Act including knowledge of (include relevant areas such as asbestos, silica, confined space, shoring, etc. legislation).
· Excellent written and oral communication skills, presentation and interpersonal skills to deal effectively with staff, political representatives, consultants, contractors and the public.
· An ability to effectively organize and manage restoration and construction projects.
· An ability to provide senior management with appropriate timely reports.
