Reporting to the Manager, Talent Management (Toronto for All), the Senior Consultant, eLearning Design & Development will play a key role in implementing a new diversity, inclusion and human rights learning strategy for the Toronto Public Service, with a focus on designing and developing eLearning.
In consultation with subject matter experts and other stakeholders and leveraging existing resources, the incumbent’s primary responsibilities will be to develop rich content and design and develop innovative eLearning solutions on topics related to Indigenous cultural competency, promoting accessibility, confronting anti-black racism, inclusion and human rights.
Working closely with partners in other divisions, the incumbent will provide leadership through the full eLearning development cycle, including needs analysis, content development, storyboard design and development, development and testing of the eLearning solution, as well as implementation and evaluation of the final solution. In addition, the Senior Consultant may take on broader responsibilities, including developing learning and eLearning strategies and providing senior-level consultation and advice to client divisions on learning and eLearning initiatives in support of the Equity, Diversity and Human Rights learning portfolio.
Major Responsibilities:
Key Qualifications:
1. Post-secondary education in Adult Education, Educational Technology, Instructional Design, eLearning certification or the approved equivalent combination of education and related experience
2. Considerable hands-on experience in eLearning needs analysis, design, development, implementation, and evaluation
3. Considerable experience with rapid eLearning development tools such as Articulate Storyline, Captivate and Lectora (or other applicable emerging learning technologies), as well as web/graphics/audio/video editing tools
4. Considerable experience with Learning Management System functionalities and standards (such as SCORM, AICC, etc.)
5. Experience in the roll-out of large scale, enterprise-wide or cross divisional eLearning programs and initiatives
6. Ability to engage and collaborate effectively with internal partners/stakeholders on equity, diversity and human rights learning initiatives
7. Knowledge of current equity, diversity and human rights related issues and trends, including Indigenous cultural competency, creating an accessible workplace and confronting anti-black racism is an asset.
8. Knowledge of eLearning standards and best practices (such as accessibility) as well as emerging learning technologies (e.g. social learning, eLearning)
9. Strong project management skills with ability to work in a fast-paced environment, managing changes and competing priorities
10. Ability to problem solve, consult and generate solutions with sophisticated client groups to develop and implement equity and diversity related learning solutions
11. Ability to work with subject matter experts and manage vendor contracts with external eLearning developers
12. Excellent communication and organization skills
13. Knowledge of Cornerstone On Demand LMS or equivalent Cloud LMS would be an asset
14. Lived experience as an Indigenous person or member of an equity-seeking group is an asset
15. Commitment to customer service excellence
