Major Responsibilities:
As part of the Human Resources team and reporting to the Manager, Occupational Health, Safety and Workers’ Compensation, the Senior Human Resources Consultant, Workers’ Compensation (Vocational Specialist):
- Participates as a key member of a team of Human Resources professionals providing corporate direction in the development of workers’ compensation (workplace safety and insurance), integrated disability management and occupational health and safety policies, procedures and programs that are consistent with the Workplace Safety and Insurance Act, the Occupational Health and Safety Act, collective agreements and best practices
- Liaises with divisions, Disability Management Consultants, Employee Health & Wellness, Recruitment, and Unions to determine and establish permanent, alternate placements meeting the functional abilities of employees returning to work following disability, injury or illness
- Participates in internal and external consultation processes to represent the City’s interests and position on workers’ compensation matters, i.e. occupational and non-occupational disability, illness or injury
- Monitors legislative developments and industry trends, assesses their implications in a City context and initiates appropriate interventions
- Coaches, motivates, guides and trains Disability Management staff, ensuring effective teamwork, high standards of work quality, organizational performance, and continuous learning.
- Utilizes and maintains the City’s QuatroSafety health, safety and disability management system
- Leads and coordinates the production of statistics to assist the organization and divisions to assist evaluation of health and safety/early and safety return to work programs and setting of priorities for improvement
- Liaises with and provides senior level consultation, expert advice, communication and education to clients
- Assesses corporate training needs in response to legislative change, develops appropriate training materials, assists with training delivery, and evaluates training effectiveness
- Provides leadership to complex programs/projects, developing recommendations, implementing solutions and ensuring quality in service delivery.
- Assesses and reviews business processes to identify options, best practices, and opportunities to improve service delivery.
- Prepares and/or processes confidential information, records, reports, forms, presentations, guides and correspondence
- Prepares for and acts as a witness/advisor for mediation and arbitration hearings
Key Qualifications:
- Post-secondary degree or diploma in a related discipline (e.g., Human Resources, Disability Management, Rehabilitation and Accommodation studies, Psychology) or an equivalent combination of education and experience.
- Progressively responsible experience in workers’ compensation/disability management services function in a major unionized public or private sector organization related to the areas of responsibility listed above.
- Considerable disability management and return to work experience and policy development unionized public or private sector organization and considerable experience with WSIB, Short-Term Disability and Long-Term Disability practices and procedures.
- Strong interpersonal, consultation, mediation and facilitation skills with the ability to communicate effectively and maintain productive working relationships with Human Resources colleagues, managers, employees, union officials and external agencies.
- Experience with data management and reporting systems for disability management such as Quatro, or equivalent.
- Ability to identify needs, initiate, coordinate and manage projects.
- Excellent organizational skills including the ability to prioritize and meet deadlines.
- Excellent analytical and problem solving skills.
- A thorough knowledge of applicable legislation (Workplace Safety and Insurance Act, Human Rights Code, Occupational Health and Safety Act, Labour Relations Act), contractual obligations and sound human resource practices.
