Look no further and apply to Solid Waste Management Service’s Workforce Consultant position in the Workforce Planning unit. Reporting to the Manager, Workforce Planning & Development the successful incumbents will be supporting the Division in one of two capacities: Recruitment and Complement Management or Workforce Planning Strategies.
The incumbent specializing in Recruitment and Complement Management will be responsible for providing expertise and advice to division staff on recruitment policy and processes, HR policies and collective agreement interpretation for all employee groups. The incumbent will provide support to division specific programs, will lead divisional development/lateral opportunities, work closely with the unit Managers in the review of divisional staffing level adjustments, and help to support corporate recruitment activities and programs to achieve corporate plans and divisional strategies.
The incumbent specializing in Workforce Planning Strategies will be responsible for developing and implementing strategically focused, customer service centered business support and promoting continuous improvement workforce planning strategies for the division. The incumbent will collaboratively work with the division’s key focus areas and will be analyzing the workforce intelligence on a diverse range of workforce planning requirements for current and future implications to serve as a basis for resource strategy options and plans.
As a Workforce Consultant you will identify, develop, implement, coordinate, and review a range of workforce and organizational development solutions, initiatives, programs and projects in order to inform business strategy and workforce planning; to address and/or resolve emerging workforce issues, identify opportunities for improvement, build organizational capability and facilitate the achievement of the division’s current and future business objectives.
Major Responsibilities:
- Develops and implements business solutions to support divisional/sectional organizational development efforts, including organizational assessments, change management, communications, workforce planning, employee engagement, workforce and leadership development, business process improvement, and organizational redesign.
- Develops and implements execution plans associated with the section/division strategic plan which includes plan development, communication, documentation, delivery, tracking, monitoring, and improvements.
- Develops and implements a process to strategize with stakeholders in the development, planning and forecasting of workforce complement and competency needs for current-, short- and long-term business needs
- Build strong partnership and consulting relationship with divisional/sectional management groups to understand business strategy, development needs, deliver services to address human capital needs to achieve continuously improvements
- Develops and maintains contact with other organization development professionals and is familiar with current theory and practice in the field
- Undertakes research and analysis and makes recommendations relating to workforce and organizational strategies, systems, and initiatives.
- Provides strategic direction on the analysis of workforce issues-, short- and long-term planning and the development of related policies and procedures.
- Leads assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Measure the effectiveness of business solutions to address the workforce issues.
- Ensures that corporate policy and division principles are reflected in workforce business solution.
- Ensures the systematic and timely gathering, aggregation, and analysis of labour market intelligence on a diverse range of workforce requirements for current and future implications to serve as a basis for resource strategy options and plans.
- Provides leadership in the effective use of consulting concepts, models, analytic frameworks, technologies, and tools.
- Monitors learning gaps, trends, and leading practices to inform talent management decision making and strategy development.
- Identifies development needs and trends in the organization, recommends and implements a variety of programs and initiatives.
- Ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Travels to various locations as required to conduct Solid Waste Management Services business.
Key Qualifications:

Post-secondary education in a relevant discipline or the equivalent combination of education and experience in Human Resources considered an asset.
- Considerable experience providing expertise and consultation on, Workforce Development, Workforce Acquisition and/or Organizational Re-Design, Recruitment & Selection, Performance Management, Employee/Labour Relations, Strategic HR Planning and Training and Development.
- Experience in development of human resource programs, evaluation and analysis, and facilitation of workforce development programs.
- Experience in consulting, coaching and leading change initiatives with a variety of audiences including management.
- Experience in preparing comprehensive reports and developing presentation materials on various topics, utilizing a variety of software such as Microsoft Office Suite
- Experience analyzing and reviewing data, research, business operations, business processes, and making recommendations to improve the efficiency and effectiveness of current work methods and technology tools.
- Advanced consultation and advisory skills with the ability to work at all levels of the organization in assessing organizational needs and developing and implementing effective programs and strategies.
- Proficient with desktop software applications, Payroll and Human Resources Management systems (MS Office Suite, SAP – HR Modules, Success Factors etc.).
- Knowledge of employment related legislation (i.e., Employment Standards Act, Human Rights Code, Occupational Health and Safety Act etc.), collective agreements, human resources policies and procedures. Knowledge of organizational effectiveness, employment equity, employee engagement, and change management principles and practices.
- General knowledge of legislation and policies affecting the human resources development of a diverse workforce in a unionized environment.
- Knowledge of payroll administration and complement management in a large organization.
- Effective communication (both written and verbal) interpersonal skills, analytical and conflict resolution skills, and presentation material.
- Strong project management skills with the ability to initiate, coordinate and deliver high quality project outcomes on schedule, coupled with demonstrated knowledge of change management principles.
- Excellent analytical, strategic thinking, creative problem-solving, and research skills.
- Excellent business writing skills, conflict management skills, critical thinking, judgement and political expertise to facilitate consensus and persuade/negotiate with a variety of stakeholders
- Excellent organizational skills, the ability to meet tight deadlines and adjust work priorities in response to competing demands.
- Ability to exercise judgment and discretion when dealing with matters of a confidential or sensitive nature as it relates to management and unionized employees.
- Ability to anticipate client needs and work with a diverse group of leaders and stakeholders to achieve positive resolution and to facilitate and coach areas of change.
