Deutsche Bahn International Operations and Aecon Concessions have formed a partnership to operate and maintain the Regional Express Rail (RER) network in the Greater Hamilton and Toronto Area (GHTA), Canada.

Our partner Aecon is based in Canada, and they are a leading infrastructure company that connects roads and transit systems, communication networks and water infrastructure projects across North America and internationally.
The partnership will be called ONxpress Operations Inc and the combined experience and capability of the ONxpress partnership enable us to bring the international experience of designing, constructing, and operating rapid transit solutions in high-density population and urbanization locations.
This brownfield project will significantly enhance the service delivery proposition for riders across Toronto and surrounding areas and will ensure a long-lasting sustainable economic, environmental, and lifestyle contribute to its current and longer-term societal needs. For the Fixed Asset Maintenance department in Toronto, we are looking for experienced candidates to join us as Technical Procurement, Commercial & Logistics Manager. This role will report directly to Senior Manager Fixed Asset Planning & Administration.
Responsibilities:
- Lead the negotiation process with contractors and suppliers
- Manage the contracts for maintenance activities and renewal projects
- Perform procurement activities of material, services, and spares for maintenance activities – ensuring inventory-related datasets are correct and up to date. Maintain oversight on warehouse holdings and incorporate right-on-time logistics and lean warehousing/stockholding techniques – Supporting year-end physical inventory count and cycle counts in a warehouse as required.
- Oversee and supervise all contractual relationships with Operations & Maintenance (O&M) suppliers and subcontractors, responsible for negotiating and maintaining all contracts in close collaboration with tech. workstreams and financial department.
- Act as the leader within the Fixed Asset Maintenance department for contract negotiation and decision about any extension or seizure of third-party contracts and decide about mitigation measures in case of low performance.
- Ensure timely submission of development phase O&M deliverables. Lead the development phase on legacy supplier and material contracts, and conditional assessments on existing warehouse holdings, existing warehouse infrastructure, and procedures/processes
- Supervise and control any defect liability and warranty periods given by third-party suppliers and manages all claim matters in close collaboration with technical workstreams.
- Build collaborative relationships with the Contracting Authority and establish a communication framework to support the ongoing sharing of information between the O&M workstreams.
- Maintain budget control, mid-term forecasting, and alignment with the financial department for funding needs
- Build the team of procurement and inventory specialist. Support Senior Manager Fixed Asset Planning & Administration in his daily activities.
Requirements:
- Minimum of 5 years of experience in the maintenance of railroad systems and all related components, preferably in a manager/team lead role.
- At least Bachelor’s degree in commercial/business engineering
- Fundamental expertise and understanding of the principles and mechanisms of railway maintenance works and the environment in which they’re taking place.
- Valid Ontario driver’s license
- Good knowledge of railway legislation (e.g. Railway Safety Act, etc.) and Transport Canada & AREMA Rules and Regulations
- Profound negotiation skills, based on financial background. Assessment and evaluation skills; IT skills
- Knowledge of the principles of accountability and risk management
- Collaboration, partnership building, relationship management, and negotiation skills
- Proactivity and personal drive to deliver the consulting service for the client
- Strong communications skills with a high sense of diplomacy and respect for others
- Excellent presentation skills and ability to influence the client
- Leadership and management expertise
- Knowledge/experience in the North American Railway operation process will be an asset
- Good English language skills (written/spoken)
