DESCRIPTION:
Under the general direction of the Manager Rate Design, the Senior Regulatory Advisor – Tariff and Policy holds primary responsibility for the development, revision, and implementation of the company’s tariff terms and conditions of service, and implementation and communication of its rates and riders as they are approved. This involves applying accepted regulatory and tariff principles to develop and gain approval of terms and conditions that are fair and workable for customers, retailers, and the company. The Senior Regulatory Advisor will also work closely with individuals in other operating departments to ensure that the company’s tariff, terms and conditions, and policies are implemented and applied consistent with regulatory approval. In addition, the Senior Regulatory Advisor will support the group’s responsibilities in the development of regulatory applications and activities.
DUTIES & RESONSIBILITIES INCLUDE (but not limited to):
- Develop and revise the terms and conditions of service in support for distribution tariff applications made to the Regulator, including the development of written submissions.
- Advise internal customers respecting the interpretation and application of rates, terms and conditions, and support the development of customer service policies to ensure consistent application that will meet regulatory approval.
- Develop policies and advice on the application of those policies related to investment, customer contributions, transmission, Rural Electrification Associations (REAs), industrial systems, municipal annexations, and service area retention.
- Consult with internal customers with the objective of continually refining the company’s tariff, policies, and processes.
- Advise on interpretation and implementation of decisions from regulatory authorities.
- Train and support others within Regulatory, and support training and tariff implementation for other departments.
KNOWLEDGE, SKILLS & ABILITIES:
- Thorough understanding of the Alberta electric industry, and related acts and regulations is required
- Understanding of engineering, financial, accounting, and economic concepts is required
- Understanding of distribution and transmission systems is required
- Familiarity with information, accounting, and billing systems is required
- Excellent interpersonal and problem-solving skills
- Exceptional verbal, written, and communication skills with the ability to explain, advocate, write, express and present facts and ideas in a clear and convincing manner to a variety of audiences.
- Customer service focus with the proven ability to develop and maintain effective relationships with team members, and internal and external stakeholders
- Business acumen and demonstrated initiative in recognizing opportunities for improvement
- Superior organizational, time management, and change management skills
- Ability to take initiative and work independently
EDUCATION & EXPERIENCE:
- Bachelor’s degree in communication, engineering, economics, finance, or law plus a minimum of seven years of related experience; an equivalent combination of education and experience may be considered
- Experience in the development and application of the terms and conditions of service, and policies is a requirement
- Experience working in a regulated environment, preferably within the electrical utility industry, would be considered an asset
