The Consultant, Strategic Innovation is responsible for identifying opportunities, developing and implementing strategic innovation initiatives, and providing consultation and support functions to clients requiring project, change management, and design services on initiatives internal to Fraser Health. Provides team based consultant services for large multi-stakeholder and organization-wide innovation initiatives under the direction of the Leader, Innovation. Develops, plans, manages and implements assigned project(s) for innovation initiatives on behalf of the client.
Develops and identifies opportunities to implement new innovations for Fraser Health by providing consultation, innovation planning, process design, and support functions to clients and external organizations requiring project and/or change management services
Utilizes project and/or change management principles during the innovation idea generation, planning, implementation, evaluation and monitoring phases; develops a customized Fraser Health innovation planning process and design methodology and implements assigned innovation initiatives for specific programs and/or disciplines.
Provides support and coordination to internal and external clients (eg: start-ups, tech companies, entrepreneurs) throughout all phases of the initiative; develops and implements assigned innovation initiatives within an innovation change context. Ensures that an optimal plan/structure is in place by recommending appropriate governance structures and resources to execute successful innovation initiatives to achieve the desired outcomes and organizational benefits.
Negotiates and facilitates resolution to impediments to progress and success on behalf of the client arising from project/change management initiatives. Provides coaching to leaders and staff on systems dynamic principles to resolve problems or develop opportunities.
Identifies and manages events such as Innovation Symposiums and Hackathons including working closely with Communications to develop communication strategies that promote the event and attract interest from other organizations.
Provides progress monitoring and reporting to clients and stakeholders; develops and manages project tracking material and online resources for the initiative; identifies, manages and mitigates risks.
Applies innovation principles to develop engagement strategies and action plans to maximize success working collaboratively with other support departments as appropriate.
Assesses the impact of the innovation initiative from a systems perspective and manages the impacts and interdependencies with other initiatives happening in Fraser Authority.
Leads and grows internal grant initiatives for innovation projects by developing appropriate documentation (e.g., statements of work, proposals, charters, work plans, risk management plans, innovation management plans, etc.); working collaboratively with internal departments such as; legal, finance, LOD, Health and Business Analytics and external partners such as BCCSS, incubators, and other health authorities. Develops effective measurement systems to track progress towards achievement of results/outcomes.
Partners with other departments in the development, maintenance and promotion of the organizations repeatable and sustainable initiative / project / change management / design process.
Participates in evaluation and refinement of tools and methods utilized by the Innovation Planning and Transformation team; champions the various IPT methodologies; assists in the development and presentation of initiative, project, and change management, planning, coaching, mentoring and instruction strategies and materials.
Education and Experience
Master’s degree in health/business administration or a related discipline supplemented with project and change management courses.
Five (5) years’ recent, related experience supplemented in an environment focused on delivering innovation initiatives using project and change management methods in a large complex, multi-stakeholder environment or an equivalent combination of education and experience.
Valid BC Driver’s Licence and access to a personal vehicle for business related purposes.
