The Department of Seniors, Community and Social Services (SCSS) leads income, employment, disabilities and community-based supports, family violence prevention, and family & community support services.
Employment and Financial Services (EFS) Division is responsible for policy development and delivery of employment and income services including contracted employment services, career resources, and the Income Support (IS) and Assured Income for the Severely Handicapped (AISH) programs.
Procurement and Resource Management (PRM) is a unit of the Employment Services Branch (ESB) of EFS which establishes service delivery of Career and Employment Information Services and other services to the Ministry through the use of grants and contracts.
This position reports to the Manager, Procurement and Resource Management within the Employment Services Branch. The Contract and Procurement Specialist is responsible for effectively planning, procuring, managing, reporting on, and administering various types of agreements related to Career and Employment Information Services. The Contract and Procurement Specialist draws on a strong working knowledge across social programs, including that of service design, implementation and delivery. Familiarity with associated legislative, policy and practice frameworks is critical to plan for, procure, and monitor services that meet the needs of Ministry stakeholders. A thorough understanding of current Labour Market needs, paired with technical procurement proficiency, is key to effective contract and grant management.
The Contract and Procurement Specialist works independently with political acumen, autonomy, and has strong negotiation, monitoring and consultative skills. This role requires the development and maintenance of a strong network of collaborative relationships with a wide range of stakeholders, including SCSS delivery staff and service providers, to assess service needs, identify emerging issues, and ensure that services are in place to meet needs within the mandate of the Ministry, Division and Branch.
As the Contract and Procurement Specialist your key objectives will be:
Planning: Within the context of the Ministry business plan, identifying trends and leveraging opportunities to procure meaningful and quality services to meet the dynamic needs of clients, the local labour market, and the Ministry.
Communication: Coordinate stakeholders, monitor progress and deliverables, and evaluate results using strong project management skills. This includes the use of:
Procurement Management: Effectively mange procurement activities through the agreement life cyle: Ensure procurement activities, such as planning, managing, monitoring and evaluating outcomes for contracts and grants; are timely, effective, aligned with Ministry policies and compliant with procurement policy, legislation, mandate and Federal a agreement requirements. Prioritize tasks effectively to work within tight timelines in a politically sensitive environment.
Relationship Management and Communication: Build and facilitate a network of linkages and collaborative relationships with key stakeholders. Utilize relationships to inform the unit of potential gaps and service needs.
Reporting: Work in collaboration with program delivery staff and service providers to monitor and manage contracts and grants while ensuring compliance to agreements and policy. Produce reports to detail service usage to support leadership decision making as well as form a basis of support for recommended actions regarding attainment of success, continuation of services, and service completion.
University degree in Social Sciences, Social Work, Business Administration, Public Administration, Economics, or in a related field with a minimum of 4 years experience in a progressively responsible role(s) related to the delivery of services.
Related experience or education may be considered as an equivalency on a one for one basis.

$2,716.64 to $3,550.90 bi-weekly ($70,904.304 – $92,678.49 / year)
We have a full-time permanent opportunity, working 36.25 hours per week. Monday – Friday. 8:15 AM – 4:30 PM
This position is part of the South Zone team primarily based in Red Deer Alberta delivering services to urban and rural locations across central and southern Alberta. Work locations may be considered in SCSS offices located in the delivery area. This is not a remote work opportunity. The GOA Hybrid Work Arrangement Policy may be applied to this position.
The successful candidate will be required to have a valid driver’s license as travel will be required to other locations including Central or Southern Alberta.
Final candidates will be required to undergo an academic check and security screening. Due to wait times to receive a completed Criminal Records Check (CRC) that includes Vulnerable Sector screening check, applicants that are invited for an interview are encouraged to request a completed CRC (level 1) that includes Vulnerable Sector screening check from their local RCMP/Police detachment prior to their interview. The CRC will only need to be provided upon request.
