The Saskatchewan Public Service Commission (PSC) is the central human resource agency for the Government of Saskatchewan. The Human Resource Service Centre (HRSC) provides human resource benefits and payroll administration services to government and acts as the central contact point for all employee general HR-related inquiries.
The HRSC is looking for a Manager, HR Management Systems who considers innovation, client service, and the Commitment to Excellence among their highest priorities. This is a challenging opportunity for an individual who is open to change and enjoys leading the management and delivery of centralized services with an exceptionally strong customer service focus.
This is an exciting term (non-permanent) opportunity that will go to December 2023 with the possibility of an extension or potential other opportunities.
The Opportunity
Reporting to the Director, Strategic Systems and Innovation, this position will be responsible for:
Managing all aspects of the human resource information technology systems that support human resources, benefits, payroll, costing, entitlements, security, time and labour and electronic timecard systems, currently provided by MIDAS (Oracle) and PSC Client timecard systems (Oracle).
Within the scope of the human resource information technology systems, you will be responsible for design and development initiatives, implementation, program review/evaluation, business continuity and process improvement.
Implementing proactive IT management and security strategies to maintain the integrity and confidentiality of information housed on government wide systems and networks.
Managing relationships with vendors and ministry contacts for the delivery of information technology products and services.
Working collaboratively with management to develop operational plans and managing and reporting results to support our clients’ current and future needs.
Leading a team of employees while promoting inclusion, engagement, and collaborative innovation.
The Ideal Candidate
Our ideal candidate of choice will have:
A solid track record of building and maintaining collaborative relationships.
Proven capability of achieving results by utilizing strong analytical and problem-solving skills.
Knowledge of IT system management processes, including strategies aimed at managing and deploying software solutions.
Knowledge and experience with database environments such as Oracle, SQL Server, and other tools and technologies including word processing, spreadsheets, and document management software.
Strong communication skills and the ability to work with, and influence, a variety of stakeholders.
The ability to successfully manage a diverse team while sustaining a positive work environment.
Typically, the knowledge and skills required for this position is acquired through:
University Degree or diploma in Computer Science, Business, Data Processing, or an equivalent combination of education, experience and training.
Extensive experience in the management and support of human resource information technology systems.
Minimum 3 years’ experience in a leadership role with the proven ability to lead and manage a team of IT/IM professionals.
Knowledge of public sector policies and government processes are assets.
