As the Diversity Outreach Specialist, you will assist the Airport Authority in advancing its employee or small business procurement diversity efforts. This includes developing recruitment initiatives to attract and retain a diverse and inclusive workforce or increasing small business participation in the airport’s contracts process.
Diversity Outreach Specialist
Serves in the Office of Diversity, Inclusion, and Social Impact under the Office of Human Resources and Administrative Services at the Headquarters Office Building.
The Diversity Outreach Specialist will either assist in developing and implementing initiatives to attract, retain, and promote a diverse talent pool and position the Airports Authority as an employer of choice, or the Specialist will develop and implement a comprehensive outreach program to engage the LDBE/DBE/SBE business community with a goal of increasing the participation of these businesses in the Airports Authority’s contracts process. Works directly within the community, schools, and other organizations to develop candidate sourcing strategies and initiatives. Analyzes hiring and retention data to further streamline job candidate sourcing efforts. Markets job openings to diverse talent pool. Oversees program coordination, marking, communications, program delivery, tracking and metrics. Performs related functions.
GENERAL RESPONSIBILITIES
Develops and implements initiatives to attract, retain, and promote a diverse talent pool and to publicize the Airports Authority as an employer of choice.
Drives marketing and employer brand awareness activities with diverse audiences (Women, Minorities, Veterans, Individuals with Disabilities, and the LGBTQ+ community).
Attends Job Fairs and implements campus candidate sourcing within minority institutions.
Plans and coordinates recruitment initiative events, including scheduling, media outreach, staffing, and preparing after event action plans.
Develops and implements a strategic outreach, marketing, and communication plan to engage the business community through participating in events, seminars, tradeshows, and panel discussions which target DBE/LDBE/SBE and other small/disadvantage business concerns with the goal of encouraging and promoting participation in the Airport Authority’s Small and Disadvantage Business certification program.
Organizes, coordinates, attends, and participates in outreach events and tradeshows attended by small and disadvantaged enterprises to build relationships. Develops and leads workshops, webinars, and seminars to explain Federal, state and local certification program(s) and the Airports Authority’s Small and Disadvantaged Business programs.
Coordinates and assesses educational programs (e.g., Capacity Building etc.) to support small and disadvantaged businesses’ growth and readiness.
Works with Contracting Officers to identify small and/or disadvantaged businesses to compete for Airports Authority contracts, and with the Supplier Diversity team to identify new, qualified, and capable vendors for the Airports Authority’s Small and Disadvantage business program.
Works with organizations in the certification process to remove barriers to participation in the Airports Authority’s Small and Disadvantaged Business programs.
Develops and produces articles, promotional materials, announcements, and PowerPoint presentations, reports, etc., for internal and public distribution.
Creates presentations, flyers, career booths, and other marketing materials designed to reach a diverse audience.
Utilities data, insights, and external benchmarking to monitor and improve upon diverse candidate sourcing strategies.
Regularly adjusts and updates plans in response to changing conditions, new mandates, or emerging trends.
Leverages innovative sourcing technologies and best practices, such as diverse job boards, associations, and social media.
Works with team members to achieve daily, weekly, and monthly targets.
Performs other duties as assigned.
QUALIFICATIONS
Five years of progressively responsible experience in staffing or sourcing diverse candidates OR experience in internal and external outreach program management development.
Knowledge of and ability to apply diversity and inclusion best practices as they pertain to sourcing diverse candidates or in quantifying the effectiveness of outreach or sales programs.
Skill in building partnerships with internal and external networks to promote brand awareness.
Ability to manage project/event plans, analyze detailed data, discover trends, and make recommendations for program improvement.
Ability to maintain strict confidentiality regarding applicant and employee information.
Ability to speak and write effectively with emphasis on engaging stakeholders and building networks.
Skill in using a computer and office suite software, with emphasis on using an HRIS, an automated job posting system, and social media.
PREFERRED QUALIFICATIONS
Experience in diversity outreach job candidate sourcing in the public sector.
Employer Branding experience.
EDUCATION
A Bachelor’s Degree in Human Resources, Diversity Programs, Organizational Studies, Business Administration, Communications, Social Work, Public Policy, or a related field.
CERTIFICATIONS AND LICENSES REQUIRED
A state driver’s license in good standing.
NECESSARY SPECIAL FACTORS
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
A background security investigation will be required for all new hires.
